Executive Order No. 427 establishes the independent municipality of Alcantara in Romblon by segregating several barrios from the municipality of Looc, contingent upon the appointment of local officials and financial capability to fulfill municipal obligations.

The barrios of Alcantara, San Isidro, Comoed-om, Tugdan, Calagonsao, Bonlao, Madalag, and Camili, together with their respective sitios.

From the municipality of Looc, in the province of Romblon.

At the barrio (barangay) of Alcantara.

Upon the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors, and upon certification by the Secretary of Finance that the municipality is financially capable and that the mother municipality can still maintain its municipal government and obligations.

That Alcantara is financially capable to implement the Minimum Wage Law and provide all statutory obligations and essential services of a regular municipality, and that Looc can still maintain and finance its own obligations and essential services after segregation.

Looc shall have its present territory minus the portions included in the municipality of Alcantara, as delimited in the EO.

By technical description referencing a sketch plan (Hor. Grid coordinates and distances) and specifying boundary lines with adjacent municipalities and marine waters, with points 1 to 5 and back to the point of beginning.

At point marked 1 on the sketch plan at the shore of Romblon Pass marked Hor. Grid 50.

It means that the coastal/marine boundary of Alcantara is defined according to Section 2321 of the Revised Administrative Code, and the boundary follows those marine waters until it returns to the point of beginning.

The OdioAgan-Looc boundary line and the San Agustin-Looc boundary line; these relate to bordering areas of Looc (as indicated by the boundary references).

Under the EO, Alcantara does not begin to exist until such certification is issued; the required certification is an express condition precedent.

That the exact area removed from Looc (and thus retained by Looc) is determined by the boundary limits stated in the EO’s technical description.

By requiring a Secretary of Finance certification that Alcantara can meet statutory and wage obligations and that Looc, after losing territory, can still maintain its municipal government and obligations.
