Inclusion and Services for Learners with Disabilities

The U.P. in the Visayas is established as an autonomous university within the U.P. System.
Constituent units include:
- College of Arts and Sciences
- College of Fisheries
- Institute of Fisheries Development and Research
- Brackishwater Aquaculture Center
- School of Development Management
- Graduate School
- School of Development Technology
- Other units subject to approval and funding via the General Appropriations Act.
The University may acquire land for its main campus in Miagao, Iloilo, and other land and water resources for academic, research, and extension education purposes, subject to applicable laws and budget constraints.

The U.P. in the Visayas is headed by a Chancellor, who serves as an ex-officio member of the University of the Philippines System Board of Regents.
The Chancellor serves as the chief executive officer of the autonomous university.
Chancellor's functions include:
- Prescribing governance rules consistent with University System policies.
- Submitting academic programs, courses, rules of discipline, and degree awards for approval.
- Maintaining links with other university units, educational institutions, and government ministries.
- Reporting annually and as otherwise required on university operations.
- Budget preparation and recommendation for Board of Regents approval.
- Performing other functions delegated by the Board of Regents.
- Ensuring efficient administration of the university.
The Chancellor is assisted by Vice-Chancellors and traditional administrative and support service components.

Staffing and compensation are determined per Presidential Decrees Nos. 1177 and 985 and other relevant budget and compensation laws.

An initial allocation of P210,000 was provided for the operationalization of the Chancellor’s Office in 1980.
The funds come from uncommitted National Government funds authorized for new government organizational units.
Ongoing funding starting 1981 shall be sourced from Batas Pambansa Blg. 80.

The Executive Order takes immediate effect upon issuance on October 30, 1980, ensuring prompt operationalization and administration of the U.P. in the Visayas.
