The main purpose of Executive Order No. 628 is to create the University of the Philippines in the Visayas as an autonomous member of the University of the Philippines System.

The University of the Philippines in the Visayas was established by virtue of Executive Order No. 628, issued by President Ferdinand E. Marcos under his powers to reorganize the government.

The constitutional mandate that the State shall establish and maintain a complete, adequate, and integrated system of education relevant to national development supports its establishment.

It includes a College of Arts and Sciences, College of Fisheries, Institute of Fisheries Development and Research, Brackishwater Aquaculture Center, a school of development management, a graduate school, and a school of development technology, among others.

The University of the Philippines in the Visayas is headed by a Chancellor who is the executive officer of the autonomous university and a member ex-officio of the Board of Regents of the University of the Philippines System.

The Chancellor prescribes governance rules, submits academic programs for approval, maintains institutional links, submits reports, prepares budgets for approval, delegates functions, and ensures efficient administration of the university.

Staffing and compensation are determined according to Presidential Decrees No. 1177, No. 985, and other relevant budget and compensation laws.

An initial amount of P210,000 was allocated in Calendar Year 1980 for operationalizing the Office of the Chancellor, charged to uncommitted funds authorized under B.P. No. 40.

The university may acquire land for its main campus in Miagao, Iloilo, and other suitable land and water resources for academic, research, and extension education, subject to laws and budget constraints.

Executive Order No. 628 became immediately effective upon its signing on October 30, 1980.
