To promote economic growth in the Cagayan Valley, a special task force is created to coordinate development projects, attract foreign investment, address armed conflicts, and achieve integrated development in the region.

Creation and Authority of the Task Force

  • Established by executive order under the authority of the President as Commander-in-Chief pursuant to constitutional powers, Proclamation No. 1081 (Martial Law declaration), and related General Orders.
  • Mandated as a Presidential Task Force for the Integrated Development of the Cagayan Valley.

Composition of the Task Force

  • Chaired by the Secretary of National Defense.
  • Vice-chaired by the Executive Secretary.
  • Core members include:
    • Secretary of Finance
    • Secretary of Public Works, Transportation and Communications
    • Secretary of Industry
    • Secretary of Agriculture & Natural Resources
    • Director-General of the National Economic and Development Authority (NEDA)
    • Secretary of Social Welfare
    • Secretary of Health
    • Secretary of Tourism
    • Administrator of the National Electrification Administration
    • Administrator of the National Irrigation Administration
    • General Manager of the National Power Corporation

Jurisdiction and Implementation Staff

  • Operational jurisdiction covers the provinces of Cagayan, Isabela, Nueva Vizcaya, Kalinga-Apayao, Ifugao, and the sub-province of Quirino.
  • An implementing staff located within the area includes Provincial Governors and the Presidential Regional Officer for Development (Region II) to assist the Task Force.

Mandated Functions and Responsibilities

  1. Coordination of existing and ongoing development project implementations.
  2. Preparation of supplementary project plans for integrated regional development aligned with the national development agenda, including supervision and coordination.
  3. Priority components in project planning and implementation:
    • Transport, irrigation, flood control, power, forestry.
    • Health, education, credit services, and agrarian reform programs.
    • Exploitation of mineral resources, livestock, and feed grain development.
    • Tourism development.
  4. Identification and mobilization of funding sources for project implementation.
  5. Coordination of foreign loan processing and admission of foreign capital.
  6. Execution of military operations aimed at apprehending insurgents and adopting a selective amnesty policy.
  7. Implementation of additional actions necessary to fulfill objectives.

Secretariat and Coordination

  • Designation of the Development Management Staff, National Computer Center, and Infrastructure Operations Center as the Secretariat of the Task Force.
  • The Development Management Staff is tasked as the overall coordinator for Secretariat functions.

Powers and Cooperation

  • Authorized to request and compel cooperation and assistance from all government departments, bureaus, agencies, instrumentalities, including government-owned or controlled corporations and the private sector.
  • Mandated to ensure successful prosecution and discharge of its functions through inter-agency cooperation.

Duration and Reporting

  • The Task Force shall operate until completion of its assigned tasks.
  • A formal report of accomplishments must be submitted to the President within three months from the date of establishment.
