To promote economic growth in the Cagayan Valley, a special task force is created to coordinate development projects, attract foreign investment, address armed conflicts, and achieve integrated development in the region.

The Task Force has operational jurisdiction over the provinces of Cagayan, Isabela, Nueva Vizcaya, Kalinga-Apayao, Ifugao, and the sub-province of Quirino.

The Task Force is composed of the Secretary of National Defense (Chairman), Executive Secretary (Vice-Chairman), and members including the Secretaries of Finance, Public Works, Transportation and Communications, Industry, Agriculture & Natural Resources, Social Welfare, Health, Tourism, the Director-General of NEDA, Administrators of NEA and NIA, and the General Manager of the National Power Corporation.

These bodies act as the Secretariat to the Task Force, with the Development Management Staff serving as the overall coordinator.

Yes, the Task Force and its Secretariat are authorized and empowered to request cooperation and assistance from all departments, bureaus, agencies, government-owned or controlled corporations, and the private sector.

Priority is given to transport, irrigation, flood control, power, forestry; health, education, credit, agrarian reform program; exploitation of mineral resources, livestock and feed grain development; and tourism.

The Task Force will continue to operate and exercise its powers until its designated tasks are completed.

The Task Force is responsible for submitting a report of its accomplishments to the President within three (3) months from the date of the Executive Order (April 1, 1974).
