Composition and Functions of the Negros Island Region Technical Working Group (NIR-TWG)

  • The NIR-TWG consists of representatives from the Office of the President (OP), Department of Budget and Management (DBM), National Economic Development Authority (NEDA), Department of the Interior and Local Government (DILG), and the provinces of Negros Occidental and Negros Oriental.
  • Tasked to formulate a Roadmap for establishing the necessary institutional frameworks for the NIR by 2015-2016.
  • Responsibilities include recommending the preferred Regional Center, organizing staffing and budgeting arrangements for regional agencies, and coordinating development planning and investment programming.

Establishment of Regional Councils and Interim Secretariats

  • Constitutes the following regional councils to oversee development and governance within the NIR:
    • Negros Island Development Council, with NEDA as its Secretariat.
    • Negros Island Peace and Order Council, with DILG as its Secretariat.
    • Negros Island Disaster Risk Reduction and Management (DRRM) Council, with the Office of Civil Defense (OCD) as its Secretariat.

Funding Provisions

  • Funding for the NIR-TWG shall come from the participating government agencies and the provinces of Negros Occidental and Negros Oriental.
  • Funding is subject to availability and compliance with all applicable laws, as well as budgetary, accounting, and auditing rules and regulations.

Role and Cooperation of Government Agencies

  • All government departments, bureaus, offices, agencies, including government-owned or -controlled corporations and financial institutions, are directed to provide full assistance to the NIR-TWG in its functions and activities.

Repealing Clause

  • Any existing orders, issuances, rules, regulations, or parts thereof inconsistent with this Executive Order are repealed, amended, or modified accordingly to conform with its provisions.

Separability Clause

  • If any provision of this Executive Order is declared invalid or unconstitutional, the remaining provisions will continue to be valid and enforceable.

Effectivity Clause

  • The Executive Order takes effect immediately upon its publication in a newspaper of general circulation.
