Creation of Negros Island Region

Section 2 constitutes a Negros Island Technical Working Group (NIR-TWG) as a Technical Working Group (TWG).
Section 2 establishes the TWG membership as the Office of the President (OP), Department of Budget and Management (DBM), National Economic Development Authority (NEDA), Department of the Interior and Local Government (DILG), and representatives of the Provinces of Negros Oriental and Negros Occidental.
Section 2 directs the TWG to formulate a Roadmap to put in place the institutional arrangements for the NIR by 2015–2016.
Section 2 requires the TWG to recommend to the OP the preferred Regional Center.
Section 2 requires the TWG to arrange the requirements for organizational development, staffing, and budgeting of regional line and regulatory agencies and to address the imperatives for development planning and investment programming.

Section 3 constitutes interim Regional Councils notwithstanding the TWG activities under Section 2.
Section 3 creates the Negros Island Development Council and designates NEDA as its interim secretariat.

Section 4 provides that funding for the NIR-TWG shall be sourced from the implementing agencies of the NIR-TWG and the provinces making up the NIR.

Section 4 conditions funding on compliance with all existing applicable laws and budgetary, accounting, and auditing rules and regulations.

Section 5 directs all departments, bureaus, offices, agencies, and instrumentalities of the national government to extend full assistance to the NIR-TWG.
Section 5 includes within the duty of assistance government-owned or -controlled corporations and government financial institutions.
Section 5 limits the assistance obligation to supporting the functions and activities of the NIR-TWG.

Section 6 provides that all orders, issuances, rules and regulations, or parts thereof inconsistent with the Order are repealed, amended, or modified accordingly.
Section 7 establishes separability: if any provision is declared invalid or unconstitutional, the other provisions unaffected remain valid and subsisting.
Section 8 states that the Order takes effect immediately upon its publication in a newspaper of general circulation.

This Executive Order is Executive Order No. 183.
It is entitled “CREATING A NEGROS ISLAND REGION AND FOR OTHER PURPOSES.”
It is dated May 29, 2015, issued in the City of Manila.
It is signed by BENIGNO S. AQUINO III, with PAQUITO N. OCHOA, JR. as Executive Secretary.
The President grounds the issuance on the Constitution provisions cited in the recitals, including Article X, Section 4 and Article X, Section 14.
