The Negros Island Region includes the provinces of Negros Occidental and Negros Oriental, including their respective cities, municipalities, and barangays.

The NIR-TWG is tasked to formulate a roadmap for the institutional arrangements of the NIR, recommend the preferred regional center, arrange requirements for staffing, budgeting, organizational development of regional agencies, and development planning and investment programming.
The NIR-TWG is composed of representatives from the Office of the President (OP), Department of Budget and Management (DBM), National Economic Development Authority (NEDA), Department of the Interior and Local Government (DILG), and representatives of the provinces of Negros Occidental and Negros Oriental.
The Negros Island Development Council is secretariat by NEDA, the Negros Island Peace and Order Council by DILG, and the Negros Island Disaster Risk Reduction and Management (DRRM) Council by the Office of Civil Defense (OCD).
Funding shall come from the implementing agencies of the NIR-TWG and the provinces comprising the NIR, subject to the availability of funds and compliance with existing laws and budgetary, accounting, and auditing rules.
