- Executive Director of the National Food & Agriculture Council
- Directors of Bureau of Plant Industry and Bureau of Agricultural Extension (Department of Agriculture and Natural Resources)
Scope and Responsibilities of the Committee
- Promote and implement an expanded program including supplementary crops alongside vegetables
- Enhance local engagement, maximizing participation from local government units and students nationwide
- Organize action groups at provincial, city, and municipal levels for grassroots implementation
Organizational Structure and Operational Mechanisms
- Establish a national coordinating center as a clearing house and monitoring body for all program activities
- Centralize procurement of supplies and materials needed
- Appointment of an Executive Director for the coordinating center
- Direct supervision of the center by the DND Undersecretary for Home Defense
- Cooperating agencies must assign liaison officers and provide technical personnel to support the center
Authority and Support Delegated to the Committee
- Empowered to call on all government agencies and instrumentalities for assistance
- Expected to tap resources and personnel across government for effective program implementation
Legal Effectiveness
- The order was signed and implemented on July 26, 1973, in Manila by the President and countersigned by the Assistant Executive Secretary
- Serves as the legal basis for the expanded Green Revolution program and its nationwide operational framework
