Appropriations and Funding
- The Secretary of Transportation is mandated to include the operationalization of the new LTO Class aDa District Office in the Department of Transportation's program immediately.
- Initial funding shall come from the current year’s appropriations for the Guimbal, Iloilo LTO Extension Office.
- Subsequent operational funding shall be included in the annual General Appropriations Act to ensure continuous support.
Formulation of Implementing Rules and Regulations
- The Assistant Secretary of the LTO, in consultation with the Secretary of the Department of Transportation (DOTr), is responsible for creating the necessary rules and regulations.
- The purpose of these rules and regulations is to effectively implement and carry out the provisions of this Act.
Effectivity of the Law
- The Act shall take effect fifteen (15) days after its publication.
- Publication must be made in the Official Gazette or in a newspaper of general circulation to ensure public awareness.
Legislative Process and Approval
- The Act originated in the House of Representatives and was passed by both the House on January 20, 2021, and the Senate on January 31, 2022.
- It lapsed into law without the signature of the President on June 2, 2022, pursuant to Article VI, Section 27(1) of the 1987 Philippine Constitution, which provides that a bill not signed or vetoed within 30 days after receipt shall become law.
