Composition of GCGMMC
- The medical complex consists of two main components:
- The existing Governor Celestino Gallares Memorial Medical Center in Tagbilaran City.
- A Multi-Specialty Medical Center in the Municipality of Cortes, Province of Bohol.
Hospital Development and Expansion
- Any future increases in bed capacity, healthcare facilities, service capabilities, and human resource complement must align with a hospital development plan.
- The hospital development plan will be prepared by the DOH to guide growth and resource allocation.
Staffing and Appointments
- The DOH has the authority to determine staffing patterns for GCGMMC.
- Staffing plans are subject to evaluation and approval by the Department of Budget and Management.
- Appointment of officials and employees must comply with existing civil service laws, rules, and regulations, ensuring proper hiring procedures and qualifications.
Funding and Program Implementation
- The Secretary of Health is mandated to immediately include the implementation of this Act in the DOH’s program.
- Funding for the operation and development of the GCGMMC is to be provided in the annual General Appropriations Act, ensuring budgetary support.
Severability Clause
- If any provision of this Act is declared unconstitutional or invalid, the remaining provisions will continue to be in full force and effect, preserving the law’s intent and operation.
Amendments to Prior Legislation
- Republic Act No. 11324, which increased the bed capacity of the Governor Celestino Gallares Memorial Hospital and upgraded its services, is amended to conform with this Act.
- Any laws, executive orders, issuances, rules, and regulations inconsistent with this Act are modified accordingly.
Effectivity
- This Act takes effect fifteen (15) days after publication in the Official Gazette or a newspaper of general circulation, ensuring public awareness and formal implementation timeline.
