Governance, staffing, and control
- Section 4 requires that the DOH determine the staffing patterns of the GCGMMC.
- Section 4 requires evaluation and approval by the Department of Budget and Management for the staffing patterns determined by the DOH.
- Section 4 directs that the DOH appoint the officials and employees of the GCGMMC in accordance with existing civil service laws, rules and regulations.
Planning for growth and resources
- Section 3 requires that any future increase in:
- bed capacity,
- health care facilities,
- service capability, and
- human resource complement
must be based on the hospital development plan.
- Section 3 requires the hospital development plan to be prepared by the DOH.
Funding and immediate inclusion in DOH program
- Section 5 requires the Secretary of Health to immediately include the implementation of this Act in the Department’s program.
- Section 5 provides that funding for the implementation shall be included in the annual General Appropriations Act.
Amendment of prior bed-capacity law
- Section 7 amends Republic Act No. 11324, entitled “An Act Increasing the Bed Capacity of Governor Celestino Gallares Memorial Hospital (GCGMH) in Tagbilaran City, Province of Bohol from Two Hundred Twenty-Five (225) to Five Hundred Twenty-Five (525) Beds and Upgrading its Services and Facilities, Amending for the Purpose Republic Act No. 7266, and Appropriating Funds Therefor and for Other Purposes.”
- Section 7 modifies all laws, executive orders, issuances, rules and regulations inconsistent with this Act.
Constitutional separability and effectivity
- Section 6 provides that if any provision or part of this Act is declared unconstitutional, the remaining parts or provisions not affected remain in full force and effect.
- Section 8 makes the Act take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.

- The Act is Republic Act No. 11883.
- The Act is approved on June 29, 2022.
- Publication in the Official Gazette or newspaper of general circulation is the condition for the 15-day effectivity period under Section 8.
- The Act was passed by the House of Representatives on September 27, 2021, amended by the Senate on May 31, 2022, and the amendments were concurred in by the House of Representatives on June 1, 2022.
