The Department of Health (DOH) is responsible for preparing the hospital development plan for increases in bed capacity, health care facilities, service capability, and human resource complement.

The DOH determines the staffing patterns subject to the evaluation and approval of the Department of Budget and Management (DBM). Appointment of officials and employees is in accordance with existing civil service laws, rules, and regulations.

The Secretary of Health shall immediately include the implementation of the Act in the Department’s program, and funding shall be included in the annual General Appropriations Act.

If any provision is declared unconstitutional, the remaining provisions not affected shall remain in full force and effect.

Republic Act No. 11324, which increased the bed capacity of Governor Celestino Gallares Memorial Hospital and upgraded its services and facilities, is amended accordingly.

The Act takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
