Increase in Bed Capacity
- The bed capacity shall increase from 250 to 800 beds.
- Any further increase in bed capacity must align with the hospital development plan.
- The Department of Health (DOH) is responsible for preparing this development plan.
Upgrading Healthcare Services and Facilities
- Existing health care services and facilities shall be upgraded to match the increased bed capacity.
- Upgrades are meant to ensure that services and facilities are commensurate with the hospital’s new status.
Workforce Expansion and Position Creation
- The staff complement, including doctors, nurses, and support personnel, must be increased accordingly.
- The DOH Secretary, in consultation with the Chief of BRHMC and coordination with the Department of Budget and Management and the Civil Service Commission, will determine new positions to be created and filled.
Funding and Implementation
- The DOH Secretary shall incorporate the implementation of this Act into the department’s program immediately.
- Funding for the hospital conversion and upgrade shall be included in the annual General Appropriations Act.
Severability Clause
- If any provision is declared unconstitutional, remaining provisions shall continue in full force and effect.
Repealing Clause
- All prior laws, executive orders, rules, and regulations inconsistent with this Act are modified accordingly.
Effectivity
- The Act shall take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation.
