Purpose and Objectives
- Provide vocational-technical instruction and training in industrial, agricultural, fishery, distributive education, and apprenticeship.
- Facilitate immediate occupational entry aligned with regional manpower needs.
- Offer higher education in technological, teacher education, physical and natural sciences, agriculture, fishery, forestry, nautical fields.
- Promote research, graduate studies, and executive leadership training.
Academic Programs
- Offer higher technological education including Bachelor of Science degrees in various Engineering disciplines, Forestry, Fishery, Nautical, and sciences.
- Maintain existing programs in elementary laboratory school, secondary trade curriculum, technical education, evening trade classes.
- Promote degree courses like Industrial Education, Industrial Technology, and graduate science and technology degrees.
Administrative Structure
- Headed by a College President, assisted by Vice-Presidents for Technology and Academic Affairs.
- Each extension unit led by a Superintendent.
- The College President’s powers align with those typical of Philippine state college presidents.
Governance and Board of Trustees
- Board of Trustees composed of the Minister of Education and Culture (Chairman), College President, Alumni Association President, Regional Director MEC Region VII, and Chairman of Regional Development Council Region VII.
- Temporary chairmanship rules in Minister’s absence.
- Members serve without compensation but entitled to per diem and expense reimbursements.
Powers and Duties of the Board
- Appropriate funds for operation and maintenance.
- Confer degrees, certificates, diplomas.
- Approve appointments and removals of key personnel.
- Approve curricula and rules of discipline.
- Provide faculty fellowships and student scholarships.
- Govern the State College through enacted rules and staffing approvals.
- Accept and administer legacies, gifts, donations.
Board Meetings and Reporting
- Quorum consists of majority of members.
- Service of legal processes on Chairman or Secretary.
- Annual reporting to the President of the Philippines covering programs, conditions, and needs by June 15.
College Council Composition and Functions
- Includes College President, Vice-Presidents, Dean of Instruction, College Deans, Registrar, Department Heads.
- Prescribes curricula, qualifications, admission and graduation requirements, and rules of discipline.
- Sole power to recommend the conferment of titles or degrees.
- Has disciplinary authority over students within approved rules.
Faculty Composition and Restrictions
- Faculty includes teachers, instructors, professors, associate professors, department heads, registrar, deans.
- President or Vice-President acts as presiding officer.
- Prohibition against inculcating sectarian tenets or influencing students for/against religious sects with penalty of dismissal.
Administrative Officers and Civil Service Coverage
- Administrative officer also serves as Board Secretary maintaining records.
- Professors, deans, registrar, department heads, and extension unit superintendents subject to applicable civil service rules.
Compensation Structure
- Minimum fixed salaries: President (₱45,000), Vice-Presidents (₱24,000 each), Secretary/Administrative Officer (₱15,000), Superintendents (₱18,000), Department Heads/Registrar (₱15,000), Professors (₱12,000), Associate Professors (₱10,400), Lecturers (₱50 per hour).
- Compensation subject to Presidential Decree No. 985 and budget laws.
Appointment and Vacancy Protocol
- Board sets compensation for personnel beyond those fixed salaries.
- Vice-President for Technology acts as President in absence or vacancy.
Personnel and Transition
- Current CSCST and extension unit personnel absorbed into new system.
- Incumbent Vocational College Superintendent appointed first College President.
- Subsequent appointments of Vice-Presidents and other officials follow, subject to Board approval.
- Salary increases approved by Board based on recommendations.
Financial and Property Management
- Treasurer of the Philippines acts as ex officio trustee and oversees auditing.
- Assets, liabilities, records, and appropriations of existing schools transferred to CSCST System.
- Appropriations transferred to CSCST for operation and maintenance as mandated by law.
Effectivity
- Act takes effect upon approval, enabling the conversion, system establishment, and operationalization.
