Governance is vested in a Board of Trustees composed of the Minister of Education and Culture (Chairman), the College President, the President of the CSCST Alumni Association, the Regional Director MEC Region VII, and the Chairman of the Regional Development Council Region VII.

Powers include appropriating funds, conferring degrees and certificates, approving appointments, approving curricula and rules of discipline, granting scholarships and fellowships, enacting necessary rules and regulations, approving staffing patterns, and managing donations and legacies.

The College Council consists of the College President, Vice-Presidents for Technology and Academic Affairs, Dean of Instruction, college deans, registrar, and department heads. It prescribes curricula, qualifications, rules of discipline, admission and graduation requirements, and recommends titles or degrees to the Board of Trustees.

Such instructors are subject to dismissal by the Board of Trustees.

The Treasurer of the Philippines is the ex officio treasurer, and the Commission on Audit or its authorized representative audits the institution's accounts and expenses.

They are transferred to the Cebu State College of Science and Technology System and are used for the operation and maintenance of the newly converted State College.
