The PNP Memorandum Circular No. 2010-016 mandates the Department of Information and Communications Technology Management (DICTM) as the central authority for standardizing, integrating, and overseeing all information and communication technology resources and projects within the Philippine National Police to enhance operational efficiency and compliance with established standards.
A

Purpose

  • To provide guidelines and procedures for integrating and standardizing all major PNP information and communication systems.
  • To enhance internal systems, focusing on interoperability, integration, standardization, acquisition, utilization, development, and maintenance of ICT assets.
  • Establish DICTM as the central authority on all ICT matters within the PNP.

Definitions

  • Information Technology: Study, design, development, and management of computer-based information systems, including hardware and software.
  • Information System: Processes that facilitate storage, processing, retrieval, and generation of information supporting decision-making.
  • Information and Communications Technology (ICT): All electronic means to collect, process, store, present, and share information, encompassing hardware, software, telecommunications, and network infrastructure.
  • External Contractor: Outsiders providing ICT services such as development, support, consulting.
  • Information Systems Strategic Plan (ISSP): A 3-5 year framework guiding an organization’s use of ICT to fulfill missions.
  • Outsource: Service provision arrangement between companies.
  • Software: Computer instructions enabling operations of hardware.
  • Uniform Equipment Specification Board (UESB): Body setting standard equipment specifications for the PNP.

Policies

  • DICTM's mandate includes assisting the Chief, PNP in ICT policy formulation and managing ICT resources to promote integrated and strategic ICT systems.
  • All proposed ICT plans, policies, programs, and projects must be consulted with DICTM prior to implementation.
  • DICTM ensures conformance to set standards under EO No. 269 and NHQ-PNP General Orders.
  • All PNP personnel must follow guidelines regarding proper use, maintenance, protection, and preservation of ICT resources.
  • ITMS responsible for information system development, implementation, maintenance, and support.
  • CES tasked with support for electronics and communications infrastructure.

Guidelines

ICT Equipment Acquisition

  • All ICT equipment requests and purchases exceeding P500,000 require DICTM endorsement with DRD.
  • Ensures acquisition compliance with UESB standards.
  • ITMS and CES under DICTM maintain ICT inventory and may audit usage.
  • DICTM and DRD set standards for ICT equipment acquisition.

Information Systems Development

  • Information system requirements must be submitted to DICTM for analysis and prioritization within 15 days.
  • DICTM responsible for quality assurance and alignment with ISSP.
  • All information system projects undergo quality reviews to meet user requirements and standards.

External Contractors/Outsourcing

  • External contractors must be DICTM-accredited before providing ICT services.
  • DICTM participates in PNP Bids and Awards Committees for ICT procurement.
  • ITMS and CES supervise projects by external contractors under DICTM’s functional supervision.
  • In urgent cases, external contractors may develop information systems upon DICTM recommendation.

Software

  • Use of unlicensed software is strictly prohibited.
  • Software acquisition must be endorsed and evaluated by DICTM.
  • ITMS under DICTM supervises maintenance and proper utilization of system software.
  • DICTM conducts regular evaluations of productivity and office automation software.

Rescission

  • All conflicting PNP policies, directives, and issuances are repealed or modified as necessary to comply with this Circular.

Effectivity

  • The Circular shall take effect 15 days after filing a copy at the University of the Philippines Law Center in strict compliance with EO No. 292 (The Revised Administrative Code of 1987).
