The DICTM is primarily mandated to assist the Chief, PNP in policy formulation and managing information, electronics, and communications technology resources to promote, develop, and regulate integrated and strategic ICT systems, including the inter-operability, integration, standardization, acquisition, utilization, development, and maintenance of all ICT assets in support of the PNP mission.
All PNP offices/units are required to advise, consult, and refer any and all proposed ICT plans, policies, programs, and projects to DICTM for study, evaluation, and feedback before implementation or non-implementation.
ICT refers to the totality of electronic means employed to systematically collect, process, store, present, and share information to end-users, including computer systems, office systems, consumer electronics, telecommunications technologies, networked information infrastructure, telephone system, internet, fax machines, and related methodologies and processes.
Any ICT equipment acquisition with a minimum amount of five hundred thousand pesos (P500,000) must be endorsed by the DICTM in conjunction with DRD to ensure conformity with the Uniform Equipment Standardization Board (UESB) standards.
The Information Technology Management Service (ITMS) is responsible for the development, implementation, maintenance, and support of Information Systems, including related IT resources such as hardware, software, data network administration, security, and personnel.
All external contractors must be accredited by the DICTM as Chairman of the UESB Technical Committee on ICT Equipment before providing ICT-related services to the PNP.
The PNP does not condone the use of unlicensed software, and all software acquisition must be endorsed and evaluated by the DICTM.
The DICTM functionally supervises all ICT projects handled by external contractors/outsource entities, with ITMS and CES responsible for direct supervision as the case may be.
The DICTM shall analyze, assess, review, consolidate, recommend priorities, and provide feedback on Information Systems requirements within a minimum period of fifteen (15) days upon receipt.
This Circular takes effect fifteen (15) days after filing a copy at the University of the Philippines Law Center, in accordance with Sections 3 and 4 of Chapter 2, Book VII of Executive Order No. 292, also known as The Revised Administrative Code of 1987, as amended.
