Constitutional basis and purpose
- Section 7, Article XVI of the 1987 Constitution provides for the State to provide immediate and adequate care, benefits, and other forms of assistance to war veterans and veterans of military campaigns, their surviving spouses and orphans.
- Memorandum Order No. 197 is enacted to support Filipino war veterans and their dependents through the construction of a training center facility.
- The intended training center is to be used as a livelihood training center building for war veterans and their dependents.

- Memorandum Order No. 197 directs the AFP Corps of Engineers (AFPCOE) to undertake the construction.
- The construction project is the two (2) storey livelihood training center building of FILVETS.
- The project location is 22 BCDA Phase 2, Diego Silang Village, Ususan, Taguig, Metro Manila.
Direction to AFP Corps of Engineers
- Memorandum Order No. 197 expressly directs the AFP Corps of Engineers to undertake the construction of the FILVETS building.
- The construction must be undertaken in accordance with existing laws, rules and regulations.
