- Municipal mayors and barangay captains must receive all relevant information before construction starts.
Prioritization of Construction Projects
- Priority is given to barangays with volunteer labor services.
- Construction is prioritized in economically depressed and rural barangays.
- Ensures each barangay has at least one concrete road or pavement.
- In barangays without need for new roads, funds may be used to cement public facilities or alleys.
Use and Regulation of Facilities
- No individual or group may monopolize use except where it benefits the community.
- Barangay councils have authority to regulate use and ensure equitable access.
- Councils may impose minimal maintenance charges to cover repairs and upkeep.
Reporting Requirements
- DPWH Secretary must submit progress reports to both houses of Congress within 90 days of enactment.
- Quarterly progress reports must be submitted thereafter.
Funding and Financial Provisions
- Funding is included in the DPWH appropriations under the General Appropriations Act.
- Funds earmarked for barangay council projects shall be released directly to those councils.
- Unused funds from official foreign assistance and loans may be reallocated to complete the program.
- The construction program must be completed within four years from enactment.
Effectivity
- The act takes effect 15 days after publication in the Official Gazette or two newspapers of general circulation.
