The national policy is to provide concrete barangay roads/multi-purpose pavements in all barangays to support comprehensive rural development and agrarian reform, accelerating the socio-economic-cultural development of the countryside.

The construction must be based on a program prepared by the DPWH in coordination with the legislative district representative and the Municipal or City Development Council, with supervision by the barangay council for projects up to 100 meters, and located in the barangay's population center.
