- Where the transaction is not yet in the IT System, confirmation must require presentation of the CR and the Deed of Sale.
- Confirmation must cover, as required, the integrity of documents presented for the affected motor vehicle transaction.
- No change venue registration or transfer of ownership shall be effected without the necessary confirmation of the specified documents.
Confirmation rules for BOC and BIR documents
- Confirmation of BOC Certificate of Payment (CP) must be required for imported motor vehicles.
- Confirmation of BIR Certificate of Clearance of Motor Vehicle (CCMV) must be required for chopped-chopped/cut-up motor vehicles.
- Confirmation requirements apply as prerequisites to processing involving the relevant imported or chopped/chopped-cut-up units.
- Confirmation of these BOC and BIR documents is required except for the specific operational exceptions stated for certain offices.
Exceptions for Subic Extension and Diliman District
- Confirmation of BOC CP and BIR CCMV is not required in the same manner for units registered in the Subic Extension Office and Diliman District Office.
- For transactions registered in the Subic Extension Office and Diliman District Office, the requirement is replaced by the use of LTO Form No. 25 (Request for Confirmation).
- The circular requires use of LTO Form No. 25 (Request for Confirmation) as the mechanism for confirmation in those locations.

Implementation: scanning and venue-control compliance
- LTO Offices must observe strict implementation of the scanning of the deeds of sale.

- These scanning steps are required to avoid/discourage the presentation of fake documents.
Effect on registrations and ownership transfer
- No change venue registration or transfer of ownership shall be effected without the necessary confirmations of the specified documents.
- For transactions not yet in the IT System, the required confirmation must include presentation of the CR and the Deed of Sale.
- For imported motor vehicles and chopped-chopped/cut-up motor vehicles, the required confirmations of BOC CP and BIR CCMV must be obtained as applicable.
- Where the transaction is processed through the named exceptions (Subic Extension Office and Diliman District Office), LTO Form No. 25 (Request for Confirmation) governs the confirmation requirement.
