Responsibilities and Authority

  • The Medical Division and the Human Resource and Management Division are tasked to assist in enforcing the drug testing program.
  • The Administrative Department holds exclusive authority to determine the actual taking of urine samples for testing.

Procedures for Drug Testing

  • Urine sample collection must be performed by personnel from a reputable and experienced drug testing institution.
  • Sampling must be random and conducted at the workplace of the concerned official or employee.

Consequences of Evasion or Refusal

  • Officials or employees who evade or refuse drug testing without valid and justifiable reasons will be presumed to be using prohibited substances.
  • No disciplinary action shall be taken without observing due process.
  • Refusal to grant access for conducting drug testing at the workplace is construed as refusal to submit to drug testing.
  • Presence records (e.g., time cards) will be used to determine compliance during sample collection.

Penalties for Positive Findings
