Legal basis and predecessor laws
- Section 2 provides that the Act’s salary classifications apply notwithstanding the provisions of law and especially sections three and four of Commonwealth Act No. 402 and their interpretations by the Salary Board and other competent authority that are contrary.
Policy and purpose
- Republic Act No. 842 provides for compensation and automatic salary increases for public school officials, teachers, and other school personnel of the Government of the Philippines.
Coverage and classification of positions
- Section 2 sets minimum and maximum rates of annual compensation for national, provincial, and city positions in the educational service of the Government of the Philippines.
- Section 2 applies to positions in the educational service that the Act as hereby classified assigns to the listed Position and corresponding Grade and salary range.
- Section 2 recognizes an exception in places where the cost of living is way in excess of the accepted average for the entire country, allowing additional compensation to concerned national, provincial, or municipal/city officials.
- Section 5 covers the creation of new positions in the educational service to be allocated in the scale provided in Section 2.
Salary rates and special adjustments
- Section 2 establishes the following salary ranges (annual):
- Administrative Officer, Chief of Division, General Office; Division Superintendent of Schools, Superintendent of National Schools, and Superintendents in the General Office (Grade 4): PHP 5,100.00–PHP 7,200.00
- Assistant Chief of Division, General Office, and assistant Division Superintendent of Schools (Grades 6-2): PHP 4,200.00–PHP 5,400.00
- General Office Supervisor, Assistant Editor, General Office Librarian, Disbursing and Collecting Officer, Textbook Writer, Curriculum Writer, Researcher, and Test Constructor (Grades 11-6): PHP 3,120.00–PHP 4,200.00
- Principal of school above Secondary level (Grades 11-5): PHP 3,120.00–PHP 4,500.00
- Registrar of school above Secondary level (Grades 13-6): PHP 2,760.00–PHP 4,200.00
- Division Supervisor; Supervisor of Secondary Schools; Supervisor, Training Department, Normal School; Secondary Principal; Manila and Pasay City Elementary Supervisors; Adult Education Supervisor; Instructor, Normal School and other schools of collegiate level; Head of Academic Department, Trade and Agricultural Schools of collegiate level; Physician, and Veterinarian of Agricultural Schools (Grades 12-6): PHP 2,940.00–PHP 4,200.00

- Section 2 allows concerned national, provincial, or municipal/city officials in places where the cost of living is way in excess of the accepted average for the entire country to grant an additional compensation equivalent to the scale differential of one grade.
- Section 6 authorizes the Director of Public Schools to give qualified teachers coming from other divisions an entrance salary one rate higher than the minimum provided in this Act for schools that are far and/or isolated and do not attract qualified applicants to teach therein.
Entrance salary rules and eligibility preferences
- Section 3(a) requires that a teacher with educational qualifications or civil service eligibility higher than the standards required for the position to which appointed must be given a higher entrance salary than a teacher who merely meets the standards.
- Section 3(b) requires that, in the event of vacancies in the clerical service, applicants with professional training in education and suitable civil service eligibility must be given preference.
- Section 3(b) provides that failure to give the preference to duly qualified applicants constitutes a ground for suspension from the service.
Automatic salary increases and progression criteria
- Section 4 requires salaries of all school personnel to be first adjusted to the entrance salary rates prescribed in the Act.
- Section 4 provides that after the entrance salary adjustment, increases for regular personnel are automatically effected until the maximum rates are attained.
- Section 4 provides that automatic increases are effected in accordance with any or both of the following criteria:
- For every five years of service rendered prior to or after the approval of this Act, with a general average efficiency rating of Above Average for the five-year periods: one salary rate.
- Qualifying in the next higher civil service examination: one salary rate.
Budget and placement administration
- Section 7 requires the salary increases indicated in Section 4 to be provided in the budget and plantilla for the ensuing fiscal year.
- Section 5 empowers the Secretary of Education and the Director of Public Schools to determine the allocation in the salary scale provided in Section 2 of new positions in the educational service that may be created thereafter.
Prohibition on salary reduction
- Section 8 prohibits reduction in salary for school personnel who, at the time of approval of the Act, are receiving salaries higher than the rates prescribed herein.
Repeal and effect
- Section 9 repeals all acts or parts of acts inconsistent with Republic Act No. 842.
- Section 10 sets the Act’s effectivity as upon approval on May 01, 1953.
