Yes. If the cost of living is way in excess of the accepted average for the entire country, concerned national/provincial/municipal/city officials may grant additional compensation equivalent to the scale differential of one grade.
Section 3(a). A teacher with educational qualifications or civil service eligibility higher than the standards required for the position shall be given a higher entrance salary.
Per Section 3(b), applicants with professional training in education and suitable civil service eligibility shall be given preference. Failure to give this preference to duly qualified applicants is a ground for suspension from the service.
Salaries of all school personnel shall first be adjusted in accordance with the entrance salary rates prescribed in the Act.
After adjustment, increases for regular personnel shall automatically be effected until the maximum rates have been attained, based on the criteria in the schedule.
For every five years of service prior to or after approval of the Act with a general average efficiency rating of "Above Average" for the five-year period; and/or for qualifying in the next higher civil service examination (each provides one salary rate).
Section 7 requires that the salary increases indicated in Section 4 be provided for in the budget and plantilla for the ensuing fiscal year.
Yes. Section 8 provides that no reduction in salary shall be made for school personnel who, at the time of approval of the Act, are receiving salaries higher than the rates prescribed herein.
The Secretary of Education and the Director of Public Schools shall determine the allocation in the scale provided in Section 2 of new positions which may be created.
Under Section 6, the Director of Public Schools may give qualified teachers coming from other divisions an entrance salary one rate higher than the minimum provided in the Act for the position.
