Consultation and Development Process
- Since May 2004, the Board has engaged in consultations with various stakeholders, including:
- Philippine Librarians Association, Inc. (PLAI)
- Professional library associations
- Commission on Higher Education (CHED)
- Academic institutions
- Public and private entities
- The final draft was circulated to these stakeholders for comments and recommendations prior to formal adoption.
Scope and Implementation
- The Code of Ethics applies to all registered librarians in the Philippines.
- It serves as a guide for professional conduct and ethical behavior in the practice of librarianship.
Disciplinary Actions and Enforcement
- Registered librarians found violating the Code shall undergo due hearing in an administrative case conducted by the Board.
- Penalties include:
- Revocation of certificate of registration
- Suspension of certificate of registration
- These disciplinary measures are anchored on provisions in:
- Section 11(i), Article II and Section 23, Article III of R.A. 9246
- Section II (i) and (m), and Section 23, Rule III of Resolution No. 05, Series of 2004.
Promulgation and Effectivity
- The Code of Ethics was formally adopted through Board Resolution No. 06, Series of 2006, dated September 13, 2006.
- The Resolution mandates publication in the Official Gazette or a newspaper of general circulation in the Philippines.
- The Code takes effect fifteen (15) days after complete publication.
Dissemination and Guidance
- Copies of the Resolution and Code are to be distributed to educational institutions offering librarianship courses.
- This ensures that students and users of such institutions are informed and guided by the ethical standards set forth.
Official Signatories
- Resolution signed by the Board Chairman Perla T. Garcia and other members.
- Attested by the Secretary of the Professional Regulatory Boards.
- Approved by the Chairperson and Commissioners of the Professional Regulation Commission (PRC).
