R.A. No. 9246, also known as the Philippine Librarianship Act of 2003, specifically Section 8 (h), Article II.
Section 8 (h), Rule II of Resolution No. 05, Series of 2004, known as the IRR of the Philippine Librarianship Act of 2003.
The Board consulted the Philippine Librarians Association, Inc. (PLAI), various professional library associations, CHED, the academe, and other private and public entities.
The Resolution takes effect fifteen (15) days following its full and complete publication in the Official Gazette or any newspaper of general circulation in the Philippines.
The possible disciplinary actions include revocation or suspension of the certificate of registration after a due administrative hearing.
In Section 11(i), Article II and Section 23, Article III of R.A. No. 9246 and Sections II(i) and (m) of Rule II and Section 23, Rule III of Resolution No. 05, Series of 2004.

The Resolution shall be circularized through schools, colleges, and universities offering librarianship courses to inform and guide their users.
