Legal basis and predecessor framework
- Executive Order No. 221 is issued pursuant to Executive Order No. 3, dated July 7, 1992, which established the PACC.

Policy purpose of clarification
- The order requires PACC to act primarily as a coordinating body to direct and coordinate anti-crime efforts.
- The order aims to identify and clarify responsibilities of law enforcement agencies involved in the anti-crime campaign.
- The order prevents the PACC from expanding into independent police operations or investigations.
PACC role and coordination center
- Section 1 provides that the PACC shall act primarily as a coordinating body with the powers and functions enumerated under Executive Order No. 3.
- Section 1 directs that, for this purpose, the PACC’s technical and administrative staff shall be organized into a coordinating center or secretariat.
Coordination with law enforcement agencies
- Section 2 authorizes the PACC to call upon existing units or offices of the Philippine National Police (PNP), National Bureau of Investigation (NBI), National Prosecution Service (NPS), and other law enforcement agencies enumerated in Section 5 of Executive Order No. 3.
- Section 2 requires the PACC to do so upon prior coordination with the head of the concerned agency.
- Section 2 confines the called-upon actions to the mandated functions of those agencies with respect to the crimes enumerated in Section 4 of Executive Order No. 3.
- Section 2 prohibits the PACC from conducting independent police operations or investigations.
Supervision and operational control of task forces
- Section 3 grants the PACC general supervision over all task forces organized under Executive Order No. 3.
- Section 3 provides that operational control over a task force composed entirely of representatives from an implementing law enforcement agency is retained by that agency.
- Section 3 provides that operational control over a task force composed of representatives from a combination of implementing law enforcement agencies is exercised by the implementing law enforcement agency whose representative is designated to lead the task force.
Research and anti-crime database functions
- Section 4 directs the PACC to undertake research work and maintain a database of information relating to:
- crimes,
- offenders,
- modus operandi,
- victims, and
- other relevant information.
- Section 4 requires that the database be built from information that may be:
- submitted by, or
- culled from reports of the law enforcement agencies enumerated in Section 5 of Executive Order No. 3.
- Section 4 specifies the purpose of research and database maintenance as advancing the fight against criminality and improving the administration of justice.
Collegial policy decisions
- Section 5 provides that all policy decisions by the PACC, as a collegial body, shall be taken by a majority vote of all its members.
Effectivity date
- Section 6 states that Executive Order No. 221 takes effect immediately.
