The PACC's primary role is to act as a coordinating body directing and coordinating the activities of various law enforcement agencies to effect a more vigorous campaign against criminality.

No, pursuant to Executive Order No. 3, the PACC shall not conduct independent police operations or investigations.

The PACC may call upon units or offices of the Philippine National Police, National Bureau of Investigation, National Prosecution Service, and other law enforcement agencies enumerated in Section 5 of Executive Order No. 3, upon prior coordination with the head of the concerned agency.

Operational control over task forces composed entirely of representatives from one implementing law enforcement agency is retained by that agency. For task forces composed of representatives from multiple agencies, operational control is exercised by the agency whose representative is designated to lead the task force.

The PACC shall undertake research work and maintain a database of information on crimes, offenders, modus operandi, victims, and other relevant data culled from reports of law enforcement agencies to help advance the fight against criminality and improve administration of justice.

All policy decisions are made by a majority vote of all the members of the PACC as a collegial body.

The purpose was to clarify the authority, extent of powers, and functions of the PACC to prevent overlapping of functions, streamline operations, and identify responsibilities among law enforcement agencies.

Executive Order No. 221 took effect immediately upon its signing on January 23, 1995.
