Issuance and Validity of Certificate of Product Listing (CPL)
- The Bureau of Food and Drugs (BFAD) commits to issuing a Certificate of Product Listing within thirty (30) working days from the date of filing the application.
- The CPL will have a validity period of one (1) year, counted from the date the product is deemed listed.
Cosmetic Listing Number (CL#) and Labeling Requirements
- Every product listed will receive a unique Cosmetic Listing Number (CL#).
- This CL# must be reflected on the packaging label of the cosmetic product.
- The placement of the CL# on packaging must occur within three (3) months after issuance of the CPL.
Coverage and Effectivity of Product Listing
- This circular applies to all new product listing applications filed starting July 20, 1994.
- The circular itself took effect on July 20, 1994, signaling immediate implementation of the specified guidelines.
Administrative Authority and Adoption
- The guidelines were formalized and adopted by the Director of BFAD, Dr. Quintin L. Kintanar, on July 15, 1994.
- The circular serves to supplement and provide detailed procedures consistent with Administrative Order No. 29-A, s. 1994.
