The complete formulation of finished products must be presented in ranges, except for restricted or active ingredients, where exact amounts must be provided.
Listed cosmetic products will be given a Cosmetic Listing Number (CL#) which must be reflected on the packaging label within three (3) months from the issuance of the CPL.
Product listing covers all new applications filed beginning July 20, 1994.
The circular took effect on July 20, 1994.
