Coverage and scope rules
- The Circular covers all domestic ro-ro cargoes loaded/discharged to/from Ro-Ro vessels that call at government ports operated by cargo handlers with expired cargo handling contracts or new cargo handling contracts/permits to operate issued on or after the issuance of PPA Administrative Order No. 05-95.
- The Circular applies to ro-ro operations involving ro-ro cargoes that fall within the definitions used in PPA Administrative Order No. 05-95, including the definitions reiterated under Item 2.
Definitions of ro-ro concepts
- A Ro-Ro Vessel is a vessel designed to transfer cargoes horizontally from the pier/wharf to the vessel or vice versa using ship or shore-based ramps over the side, at the bow or at the stern.
- A Ro-Ro Cargo is a unitized cargo capable of being loaded into or unloaded from a Ro-Ro vessel, using its own wheels and motive power, or being towed/drawn by temporary handling equipment.
- RO-RO Self-Propelled or Pure RO-RO covers vehicles of any type (private, cargo, or passenger) that are empty or loaded, driven by their own power into or out of the Ro-Ro vessel without rehandling at the pier/wharf or grounding on board.
- CHA-RO refers to chassis or trailers, empty or loaded with cargo (breakbulk, unitized, palletized, or containers), towed or wheeled into or out of the ro-ro vessel by a prime mover, tractor, or tow motor, without cargo rehandling, shifting, or grounding on vessel, where the only other cargo handling is lashing or unlashing.
- STO-RO refers to conventional, unitized, palletized cargoes or containers carried from the apron and stowed into the Ro-Ro vessel or out of the Ro-Ro vessel to the apron or waiting truck, by means of a forklift or similar wheeled equipment providing the temporary mobile system.
Continued tariff rates (reiterated)
- Item 3.1 reiterates that the rates under PPA Operations Memo Order No. 02-2000 continue to remain in force and effect.
- The applicable ro-ro rates apply to ro-ro cargoes provided the operations are within the ro-ro concept defined in PPA Administrative Order No. 05-95 and reiterated under Item 2.
Self-propelled RO-RO vehicle rates
- For RO-RO Self-Propelled:
- The rate for Private Vehicle (non-cargo/non-passenger) is 15.00.
- The rate for Cargo/Passenger Jeep is 41.00 for 4 wheeler and 81.00 for 6 wheeler.
- The rate for Cargo Truck/Passenger Bus is 153.00 for 6 wheeler, 308.00 for 10 wheeler, and 357.00 for 14 wheeler.
- The rate for Cargo Truck/Passenger Bus is 409.00 for 16 wheeler and above and 473.00 for Heavy equipment.
- The P15.00 rate for private vehicles applies only if the driving into or out of the ro-ro vessel is done by the owner/driver himself.
- If responsibility for driving the vehicle is turned over to the cargo handler, the P41.00 rate for wheeler cargo/passenger jeep is imposed.
CHA-RO handling fee schedule
- For CHA-RO, the handling fees apply based on container size and load condition:
- Container/s mounted on chassis or trailer:
- Below 10 footer: Loaded = 74.00 per box; Empty = 22.00 per box.
- 10 footer: Loaded = 147.00 per box; Empty = 45.00 per box.
- Over 10 to 20 footer: Loaded = 296.00 per box; Empty = 119.00 per box.
- Over 20 to 35 footer: Loaded = 517.00 per box; Empty = 207.00 per box.
- Over 35 to 40 footer: Loaded = 593.00 per box; Empty = 238.00 per box.
- Container/s mounted on chassis or trailer:
- For Conventional cargo loaded on trailers and towed in/out of Ro-Ro vessels (breakbulk, palletized or unitized, live animals, iron and steel products, etc.), the cargo is charged seventy-five percent (75%) of the arrastre rate for non-palletized cargo in the existing tariff for conventional cargo based on gross weight.
- For Empty Chassis/Trailers, the cargo is charged fifty percent (50%) of the arrastre rate in the existing tariff for conventional cargo.
STO-RO handling fees and conditions
- For STO-RO, the handling fees apply based on container size and load condition:
- Container/s mounted on chassis or trailer:
- Below 10 footer: Loaded = 74.00 per box; Empty = 22.00 per box.
- 10 footer: Loaded = 147.00 per box; Empty = 45.00 per box.
- Over 10 to 20 footer: Loaded = 296.00 per box; Empty = 119.00 per box.
- Over 20 to 35 footer: Loaded = 517.00 per box; Empty = 207.00 per box.
- Over 35 to 40 footer: Loaded = 593.00 per box; Empty = 238.00 per box.
- Container/s mounted on chassis or trailer:
- For Conventional cargo (palletized or unitized) discharged from trailer and stowed on the wharf or vice-versa, the cargo is charged 75% of the arrastre rate for palletized cargo in the existing tariff for conventional cargo.
Special principles and permitted deviations
- The ro-ro rates are applicable when the operations are within the definitions under PPA Administrative Order No. 05-95 and reiterated under Item 2.
- Deviations from the ro-ro concept as defined do not require the cargo handler to stick to the ro-ro rates, especially when the work requires some form of lo-lo operations.
- The principle of “no work, no pay” means the cargo handler shall collect no amount or fee if the handler does not render any service because there is no need for such service.
- “No work, no pay” may be applied if the authorized cargo handler fails to provide the necessary equipment or gang of laborers to perform cargo-handling work.
- “No work, no pay” does not apply where the cargo handling operator should perform the work but the ship owners/consignees prefer to do the cargo handling themselves.
- The authority recognizes and continues to respect special arrangements between authorized cargo handling operators and shipping lines/cargo owners relative to ro-ro handling fees that are higher or lower than those prescribed in PPA Operations Memo Order No. 02-2000, provided the government share will not be prejudiced.
Repeal and inconsistency rule
- All PPA issuances, or parts thereof, that are inconsistent with PPA Memorandum Circular No. 47-2000 are repealed or amended.
