Questions (PPA MEMORANDUM CIRCULAR NO. 47-2000)

To clarify and reiterate the regulations and tariff rules governing domestic ro-ro cargo transport operations and rates under PPA Administrative Order No. 05-95 (as amended), pending finalization of updated regulations and handling fees.

It covers all domestic ro-ro cargoes loaded/discharged to/from ro-ro vessels calling at government ports operated by cargo handlers with expired cargo handling contracts or with new contracts/permits issued on or after issuance of PPA AO 05-95.

A vessel that allows horizontal transfer of cargo between pier/wharf and the vessel using ramps over the side, at the bow or at the stern.

It is a unitized cargo capable of being loaded/unloaded using its own wheels and motive power, or being towed/drawn by temporary handling equipment.

Vehicles driven under their own power into/out of the ro-ro vessel without rehandling at the pier/wharf or grounding on the vessel.

Chassis/trailers (empty or loaded) towed or wheeled into/out of the ro-ro vessel by a prime mover/tractor/tow motor without cargo rehandling, shifting, or grounding on the vessel; only lashing/unlashing is allowed as handling.

Unitized/palletized cargoes or containers carried from the apron and stowed into/out of the ro-ro vessel by forklift or similar wheeled equipment, with the forklift providing the temporary mobile system.

Private vehicles: P15.00; cargo/passenger jeep (4-wheeler): P41.00; (6-wheeler): P81.00; cargo truck/passenger bus (6-wheeler): P153.00; (10-wheeler): P308.00; (14-wheeler): P357.00; (16-wheeler and above): P409.00; heavy equipment: P473.00.

P15.00 applies only if the owner/driver himself drives the vehicle into or out of the ro-ro vessel. If driving responsibility is turned over to the cargo handler, the rate of P41.00 for wheeler cargo/passenger jeep is imposed.

Fees depend on container size and whether loaded or empty: below 10 footer (loaded P74/box; empty P22/box), 10 footer (loaded P147/box; empty P45/box), over 10 to 20 footer (loaded P296/box; empty P119/box), over 20 to 35 footer (loaded P517/box; empty P207/box), over 35 to 40 footer (loaded P593/box; empty P238/box).

Charged at seventy-five percent (75%) of the arrastre rate for non-palletized conventional cargo, based on gross weight.

Charged at fifty percent (50%) of the arrastre rate in the existing tariff for conventional cargo.

Charged at 75% of the arrastre rate for palletized cargo in the existing tariff for conventional cargo.

The principle of “no work, no pay,” meaning no amount/fee shall be collected if no service is rendered due to no need, and it may also apply if the authorized cargo handler fails to provide necessary equipment or labor for cargo-handling work.

When the cargo handling operator should perform the work but the ship owners/consignees prefer to do the cargo handling themselves.

The authority respects special arrangements allowing ro-ro handling fees higher or lower than those in the reiterated memorandum, provided the government share will not be prejudiced.

All PPA issuances or parts thereof inconsistent with the circular are repealed or amended.

It takes effect immediately and remains in force until revoked or amended.
