Purpose and Objectives
- Promote total development of the Filipino youth aligned with New Society principles
- Instill social commitment and good citizenship among youth
- Support youth participation in national development goals
- Prepare and train in-school and out-of-school youth for citizenship, community life, and employment
- Conduct research, studies, training, scholarships, and publications oriented towards youth development
- Encourage sports, social, cultural activities, and formation of youth organizations
- Undertake projects that align with these objectives
Powers, Functions, and Autonomy
- Authorized to generate and manage its own funds through donations, benefits, and other means
- Autonomy in fund management and expenditures from its resources
- Freedom to formulate policies, plans, and programs independently
- Government agencies to provide expert and technical assistance upon request
Administration and Governance
- Governed by an Executive Committee composed of 13 regional Kabataang Barangay Presidents
- Executive Committee to elect a Chairman with rotating term no more than once per quarter
- Authority to promulgate rules and regulations governing the organization and its affairs
- Capability to appoint other officers including an Executive Director
Staffing and Support
- Executive Committee responsible for establishing the staffing pattern and necessary staff support for operations
Fundraising and Budget
- Authorized to receive donations, bequests, and proceeds from one authorized annual sweepstakes draw
- Tasked with preparing and approving annual and other operating budgets
- Annual national treasury appropriation of Eleven Million Pesos starting 1977 and continuing until otherwise changed
Financial Administration and Disbursement
- Funds managed by the Board of Trustees of the Kabataang Barangay
- Immediate release of 25% of the annual appropriation to Kabataang Barangay; remaining funds released based on feasibility
- Executive Committee exercises control over other income sources
Operational and Financial Autonomy
- Independent from other government offices in all operations
- Solely responsible for its policies and activities
- Required to submit an annual report to the President of the Philippines detailing activities and financials
- Declared public trust of funds used for youth benefit, subject to Commission on Audit visitorial powers
Tax Exemption
- Exempt from all national and local taxes and duties
- Free from import duties on equipment and goods reasonably necessary for operations
Effect on Previous Laws
- Repeals or modifies inconsistent provisions of existing decrees and regulations
- Continuation of budget appropriations previously made by other government agencies involved in Kabataang Barangay activities
Effectivity
- Decree takes effect immediately upon promulgation on September 1, 1977.
