It is titled “Charter of the Pambansang Katipunan ng Kabataang Barangay ng Pilipinas” and, by its “Effectivity” clause, it takes effect immediately (Sept. 1, 1977).
In Metro-Manila.
It is created as a body corporate vested with the powers and attributes of a corporation.
That the State recognizes the role of the youth in nation-building and shall promote their physical, intellectual, social, and economic well-being.
Examples include: (1) promote total development of the youth consistent with the guiding philosophies of the New Society; (2) install social commitment and good citizenship; (3) supplement government efforts in training in-school and out-of-school youth for citizenship and employment; (4) conduct scientific/inter-disciplinary research, studies, training, scholarships, and consultancy; (5) encourage youth sports, social and cultural activities and help organize youth groups aligned with the objectives; and (6) undertake other projects contributing to the objectives.
Among others: enter into contracts; sue and be sued; acquire/purchase/hold/transfer/dispose property and encumber it; adopt a constitution and by-laws; raise funds by donations/benefits and other means; adopt training programs and defray expenses; and exercise other powers necessary to carry out its purposes.
It is administered by an Executive Committee composed of the Presidents of the thirteen (13) regional Kabataang Barangay organizations.
The Executive Committee chooses a Chairman. Chairmanship is rotated among members under rules and regulations, but not more often than once every quarter.
It shall promulgate rules and regulations governing the Kabataang Barangay, including detailed organization, officers and their powers, meetings, rules for officers and employees, and other matters necessary for proper operation.
It is authorized to receive donations, bequests, net receipts from one draw per year of the Philippine Charity Sweepstakes Office (for which one annual draw is authorized), and funds from other sources.
A total of Eleven Million Pesos for calendar year 1977 and the same amount every calendar year thereafter, until otherwise provided by law.
Appropriations are released to and administered by the Board of Trustees of the Kabataang Barangay. Twenty-five percent of the annual appropriations is immediately released to the Kabataang Barangay, while the remaining seventy-five percent and incomes arising therefrom are released to the KB Pambansang Katipunan on a feasibility basis.
The KB Pambansang Katipunan is independent of all government offices and agencies in its operations and is solely responsible for its policies and operations. It must submit an annual report of activities, receipts, and disbursements to the President at the end of each calendar year.
It has control over disbursements except as otherwise provided. Funds are declared a public trust for the benefit of Filipino youth, and they are subject to the visitorial powers of the Constitution to the Commission on Audit.
It is exempted from all forms of taxation or other impositions, whether local or national, and is free from duties and other imposts on equipment/articles/goods it imports when reasonably necessary for operations.
Provisions of decrees, orders, and other rules inconsistent with PD 1191 are repealed or modified accordingly, but budgetary appropriations already made by government agencies involved in Kabataang Barangay activities continue to be funded.
