Legal basis and declared intent
- The President issues the order by virtue of powers vested by the Fundamental Law of the Land (WHEREAS; “NOW, THEREFORE” clause).
- The order is driven by the need to create awareness and inform the public about the actions of government and the national leadership in rebuilding the nation (WHEREAS clauses).
- The order affirms that national leadership should provide true and correct information to the public (WHEREAS clause).
- The order aims to consolidate government information resources to ensure an effective and efficient information role (WHEREAS clause).
- The order recognizes the creation of the Office of the Press Secretary to communicate the government’s point of view to the public, especially on issues affecting the nation’s welfare (WHEREAS clause).
Expansion of Office of the Press Secretary control
- The order expands the scope of responsibility, authority and accountability of the Office of the Press Secretary by incorporating and absorbing specific government information arms under its control and supervision (Section 1).
- The Bureau of National and Foreign Information and all its subsidiary offices are absorbed, including International Press Center, Philippine News Agency, and their national and foreign information offices (Section 1.1).
- Radio and Television – Malacañang are absorbed under the Office of the Press Secretary’s control and supervision (Section 1.2).
- The Presidential Press Staff and its sub-offices are absorbed (Section 1.3).
- People’s Television 4 (formerly Maharlika Broadcasting System) and its affiliate stations are absorbed (Section 1.4).
- The Bureau of Broadcasts and all radio stations under its control and supervision are absorbed (Section 1.5).
- Radyo ng Bayan (formerly Voice of the Philippines) and all radio stations under it are absorbed (Section 1.6).
Substantive functions of the expanded OPS
- The expanded Office of the Press Secretary must provide information to the public using all government media services under its control (Section 2.1).
- The expanded OPS must coordinate the functions of the identified offices to ensure the government’s “share of voice” in the free mass media environment (Section 2.2).
- The expanded OPS must administer the functions and support services needed to fulfill its responsibilities (Section 2.3).
- The expanded OPS must develop, propose, and implement policy guidelines and mechanisms for speaking on behalf of the government and the national leadership (Section 2.4).
- The expanded OPS must rationalize a viable and manageable government-owned information structure that provides the government with instantaneous access to the people (Section 2.5).
- The expanded OPS must develop and manage a feedback mechanism giving the people a venue to contribute to policy creation affecting them (Section 2.6).
- The expanded OPS must organize and maintain field offices where necessary, domestically and internationally, so government information reaches intended target audiences (Section 2.7).
Formal transfer of control and operational authority
- The order formally transfers control of the listed government information arms to the Office of the Press Secretary (Section 3).
- All appropriations, equipment, and personnel of the transferred information arms are transferred to the Office of the Press Secretary (Section 3).
- The Office of the Press Secretary is given authority and responsibility to restructure the absorbed offices as it sees fit to carry out its information role effectively and efficiently (Section 3).
Classification as a critical agency
- The Office of the Press Secretary, as amended by this order, is declared a critical agency (Section 5).
- The Compensation Plan for the Office of the President (Proper) authorized under Executive Order No. 530 dated March 31, 1979 applies to certain positions in the Office of the Press Secretary effective December 1, 1986 (Section 5).
- The Ministry of Budget and Management is directed to implement the order (Section 5).
Repealing and modification clause
- All laws, Executive Orders, proclamations, rules and regulations, or parts thereof that are inconsistent with this order are repealed or modified accordingly (Section 4).
