The Charter of Batangas City establishes the city as the capital of the Province of Batangas, grants voting rights to its residents for both city and provincial officials, and outlines the responsibilities and compensation of city officials, including the provision of a municipal waterworks system.

All laws, executive orders, proclamations, rules and regulations (or parts thereof) inconsistent with EO 92 are repealed or modified accordingly.

OPS is declared a “critical agency,” so the Compensation Plan for the Office of the President (Proper) under E.O. No. 530 applies to certain positions in OPS effective December 1, 1986.

Effective December 1, 1986.

The Ministry of Budget and Management is directed to implement the order.

It takes effect immediately upon issuance, per Section 6.
