Definitions of Year Model Categories

  • Brand New Motor Vehicles: Year model as indicated by manufacturer, assembler, or importer in stock reporting.
  • Rebuilt Motor Vehicles: Year model based on the oldest major component (engine, chassis, or body) if sourced from registered vehicles; or oldest engine/chassis if using imported used parts. The year of complete rebuild is also referred as "Year Rebuilt," indicated in an affidavit.
  • Used Imported Motor Vehicles: Year model determined from the vehicle identification number (VIN) of the complete built unit (CBU).

Request for Year Model Correction

  • Requests for corrections must be made using the existing Request for System Update (RSU) form.
  • The form must be signed by the Head of the District or Extension Office.
  • The Operations Division at Central Office must approve all requests before implementation.

Documentary Requirements for Correction Requests

  • Duly accomplished RSU form.
  • Letter of request from the applicant.
  • Certified true copies of Certificate of Registration (CR) and Official Receipt (OR), signed by Records Officer.
  • Accomplished Motor Vehicle Inspection Report (MVIR), signed by the Inspector and Chief of Office.
  • Certified true copy of Certificate of Stock Reported (CSR) or Sales Invoice.
  • Certified true copy of Bureau of Customs (BOC) Certificate of Payment.
  • For used imported vehicles, certified true copy of Amendment of Year Model from BOC.

Processing Procedure

  • District/Extension Office evaluator reviews submitted documents for completeness.
  • Complete requests result in RSU form being signed and forwarded; incomplete ones notify applicant of lacking documents.
  • Head of District/Extension Office approves and certifies submitted documents.
  • Approved requests sent to Customer Care of STRADCOM via courier or electronic means.
  • Customer Care checks for completeness; incomplete submissions are returned for additional documents.
  • Operations Division evaluates requests within eight hours; approval forwards the case to MID Records Section while disapproval returns the request with reasons.
  • MID Records Section records and implements the correction within eight hours.
  • System errors are coordinated with Customer Care Site Support.
  • Finalized documents and RSU forms are filed for audit.

Effective Date and Supersession

  • The memorandum circular is effective immediately upon release.
  • It supersedes all previous orders or memoranda inconsistent with its provisions.
