Zone technical description and extent
- Section 2 sets the technical descriptions of the Candon City Ecotourism Zone by survey point coordinates starting at point 1, marked as identical to MBM No. 31, CAD 103, Candon Cadastre Ilocos Sur.
- Section 2 provides the successive directional and distance lines from point 1 through points 2 to 64 using the bearings shown.
- Section 2 states that the survey returns to point 1 as the point of beginning.
- Section 2 fixes the zone area at three hundred ninety-five and 25/100 (395.25) hectares, more or less.
Tourism development plan within 1 year
- Section 3 requires the DOT, within one (1) year after the approval of this Act, to prepare a tourism development plan.
- Section 3 mandates DOT to prepare the plan in coordination with concerned local government units and government agencies.
- Section 3 requires the plan to involve the construction, installation, and maintenance of appropriate facilities and infrastructure to enhance tourism in the area.
- Section 3 requires the development plan to ensure the preservation and conservation of the natural beauty and resources of the area.
DOT implementation and promotion integration
- Section 4 directs the DOT and its concerned attached agencies to take immediate steps to implement the tourism development plan suited to the zone’s natural characteristics.
- Section 4 requires the implementation to be incorporated into DOT’s tourism program for the ensuing calendar year.
- Section 4 requires the DOT to include the Candon City Ecotourism Zone in all national, regional, and local promotion programs.
Funding and program inclusion
- Section 5 requires the Secretary of the DOT to include in the Department’s program the implementation of this Act.

DOT rules within 60 days
- Section 6 requires the Secretary of the DOT, within sixty (60) days from the effectivity of this Act, to promulgate the necessary rules and regulations.
- Section 6 requires the Secretary to promulgate these rules in consultation with the local government unit of Candon.
- Section 6 provides that the rules and regulations must be for the proper implementation of this Act.
Amendments and effectivity
- Section 7 amends all laws, rules, regulations, proclamations, executive orders, or parts thereof inconsistent with this Act.
- Section 8 provides that the Act takes effect fifteen (15) days after its publication in the Official Gazette or in any newspaper of general circulation.

- Republic Act No. 11407 is titled: “Candon City Ecotourism Zone Declaration.”
- The Act is approved August 22, 2019.
- The Act’s publication appears in 115 OG No. 41, 11273 (October 14, 2019), and it also appeared in the Manila Bulletin, September 9, 2019.
- The approval and enactment reflect that the bill originated in the House of Representatives, was passed in the House on January 22, 2018, amended by the Senate on May 27, 2019, and the amendments were concurred in by the House on May 29, 2019.
