Legal basis, prior issuance, and supersession
- The SOP adopts reference to SOP Nr IID-072010-01 dated July 26, 2010 on the Camp Crame interim ID System.
- All SOPs, Directives and Instructions that contravene the SOP are deemed superseded and repealed under the SOP’s Repealing Clause.
Coverage: who must use the system
- The SOP applies to all PNP personnel and dependents, including camp residents.
- The SOP applies to concessionaires and employees.
- The SOP applies to affiliated dealers and suppliers.
- The SOP applies to construction workers.
- The SOP applies to other persons entering the camp for whatever purpose.
- The SOP governs access control within Camp Crame, the location of the National Headquarters of the Philippine National Police and certain National Administrative and Operational Support Units.
Policy framework for access control
- The Headquarters Support Service (HSS), as a National Support Unit of the PNP, must implement security measures to ensure the safety and wellness of all persons and facilities inside Camp Crame.
- HSS must control the ingress and egress of people and vehicles entering Camp Crame.
- All persons entering the camp must apply for the necessary Passcard, Decal/Sticker, or Interim ID Card based on classification and purpose.
- All persons with vehicle access must present the required Passcard or Decal/Sticker based on their classification and purpose.
Passcard and vehicle Decal/Sticker rules
- Passcard use requires presentation to duty personnel at the camp gates by PNP personnel holding a Passcard or Decal/Sticker.
- Decal/Sticker use requires placement on the bottom left side of the windshield.
- Loss, alteration, or destruction of an issued vehicle Passcard or Decal/Sticker and/or pass must be investigated and sanctioned as evidence warrants.
- Passcards and Decals/Stickers must be issued by the IID, as approved by the Director, HSS.
- Vehicle entries are governed by the requirement that the person must have and present the proper vehicle authorization (Passcard or Decal/Sticker).
Interim ID Card rules and “No ID, No Entry”
- Persons entering the camp must wear the necessary ID card based on classification and purpose.
- For PNP personnel and their dependents with issued IDs from DPRM, the DPRM ID must be used as identification cards in the camp gates.
- Issued Interim ID cards and visitors pass must be worn upon entering and while transacting business inside Camp Crame at all times.
- The “NO ID, NO ENTRY” policy is strictly enforced at all times, specifically for walk-in visitors.
- Walk-in visitors must leave a valid and unexpired Identification Card (company ID, Driver’s License, others) at the gate prior to issuance of a visitor’s pass, and the visitor’s pass is surrendered upon completion of the purpose in Camp Crame.
- Loss, alteration, or destruction of issued identification cards must be investigated and properly sanctioned.
- Interim ID cards must be issued by the IID and duly approved by the Director, HSS/Camp Commander.
Application procedures and required documents
- Passcard and Decal/Sticker applications must be filed with the Intelligence Division of the IID, HSS for issuance.
- Passcard/Decal/Sticker applications require:
- completion of the application form and attachment of a 2x2 picture of the applicant;
- submission of the following supporting documents:
- Official Receipt of Registration (Photocopy);
- Certificate of Registration (Photocopy);
- Photocopy of PNP ID (Uniformed and Non-Uniformed Personnel);
- Photocopy of Deed of Sale, if not yet transferred in the name of the applicant;
- Certification from the registered owner authorizing the applicant to use the vehicle of the former (for a vehicle/motorcycle under the name of a company/business entity);
- Type “A” applicants must be sponsored/endorsed by an active Police Commissioned Officer (PCO), with photocopy of PNP ID of the sponsor attached;
- Photocopy of retirement order (for retired PNP personnel);
- Photocopy of NBI/DI/Police Clearance where the applicant resides in case of civilians;
- Photocopy of any Government issued ID in case of Type “A” applicants.
- Passcard/Decal/Sticker applicants must secure an Order of Payment (OP) duly approved by the C, IID, HSS from the Decal Counter, IID, HSS.
- Payment of the appropriate charge/fee must be made to the Finance Management Division (FMD), HSS for issuance of the Official Receipt (OR).
- The OR must be presented to the IID, HSS for processing and subsequent release.
- Fees collected by FMD, HSS must be deposited to the Trust Receipt Fund Account of the PNP with the Land Bank of the Philippines (LBP), Camp Crame Branch.
- Reports of collection pertaining to Pass Card and Decal application must be submitted to the Directorate for Comptrollership for reference and recording purposes.
- Interim ID card applications must be filed with the Intelligence Division of the IID, HSS for issuance.
- Interim ID card applications require:
- completion of the application form;
- submission to IID, HSS of:
- an endorsement letter from unit/employer (including for a striker or for working for concessionaire of PNP Condo occupants);
- accomplished bio data;
- DI Clearance;
- 2x2 ID pictures (2 pcs).
- Interim ID applicants must secure an Order of Payment (OP) duly approved by the C, IID, HSS.
- Payment must be made to FMD, HSS for issuance of the Official Receipt (OR), and the OR must be presented to IID, HSS for processing of the application.
- Fees collected for Interim ID card application must be deposited to the Trust Receipt Fund Account of the PNP with the LBP, Camp Crame Branch.
- Reports of collection pertaining to Interim ID card application must be submitted to the Directorate for Comptrollership for reference and recording purposes.
Assignment, classification, design, and colors
- Passcards and Decals/Stickers must use an annual variation in design.
- Annual Passcard/Decal/Sticker design variations must be subject to approval by the C, PNP.
- Approved designs must be coordinated with AFP counterparts and other government agencies for security purposes.
- Interim ID card color must identify users as follows:
- Civilian camp residents — RED
- Concessionaires (owner, employees, dealers and caterers) — GREEN
- Other workers (construction workers, contractual) — BLUE
- ClDG errands and CSG firearms affiliated dealers — ORANGE
- Walk-in Visitors — YELLOW
Validity periods and duration of IDs
- Passcards and Decals/Stickers are valid for one (1) year.
- Passcards and Decals/Stickers expire every 31st of December of the year.
- Interim ID card validity depends on user category:
- Civilian camp residents — one (1) year
- Concessionaires (Owners, employees, and dealers) — six (6) months
- Other workers (construction workers, contractual, caterers) — upon completion of their projects/activities
- ClDG errands and CSG firearms affiliated dealers — six (6) months
- Walk-in Visitors — daily/upon finishing of purpose
Enforcement, penalties, and compliance consequences
- Violation of the SOP provisions subjects the offender to investigation.
- If evidence warrants, a person can be blacklisted and restricted from entering the Camp.
- For PNP personnel, appropriate proceedings must be conducted to determine culpability and impose the penalty.
Repeal and final implementation rule
- All contravening SOPs, Directives and Instructions are superseded and repealed by this SOP’s Repealing Clause.
- The SOP becomes effective fifteen (15) days after filing a copy with the office of ONAR University of the Philippines Law Center under the referenced Administrative Code of the Philippines effectivity rule.
