Purpose
- Establish guidelines for the implementation of Passcard, Decal/Sticker, and Interim ID Card systems.
- These systems control access of people and vehicles entering Camp Crame.
Scope
- Applies to all individuals entering Camp Crame, including:
- PNP personnel and their dependents
- Camp residents
- Concessionaires and employees
- Affiliated dealers and suppliers
- Construction workers
- Visitors for any purpose
Policies for Passcard and Decal/Sticker Issuance
- Mandatory for all persons with vehicles entering the camp.
- Passcards must be presented at camp gates.
- Decals/Stickers placed at the bottom left side of the vehicle windshield.
- Loss, alteration, or destruction of these items leads to investigation and sanction.
- Issuance centralized under the Intelligence and Investigation Division (IID), approved by the HSS Director.
Policies for Interim ID Card Issuance
- All persons entering the camp must wear an appropriate ID card.
- PNP personnel and dependents must use DPRM-issued IDs.
- Visitors must comply with a "No ID, No Entry" policy; valid IDs must be left at the gate for visitor passes.
- Loss, alteration, or destruction of IDs is subject to investigation and sanction.
- Interim IDs issued by IID, approved by the Director, HSS or Camp Commander.
Procedures for Passcard and Decal/Sticker Application
- Submission of application form with 2x2 photo.
- Required attachments include copies of vehicle registration, PNP ID, Deed of Sale, authorization if needed, endorsements, and clearances depending on applicant type.
- Sponsorship or endorsement by an active Police Commissioned Officer required for certain applicants.
- Payment of fees collected through Finance Management Division, deposited in PNP Trust Fund Account at Land Bank, with collection reports submitted to Comptrollership.
Procedures for Interim ID Card Application
- Accomplish application form with endorsement letter from employer/unit.
- Submit bio data, clearances, and required ID pictures.
- Payment processed similarly to Passcard fees, deposited and recorded accordingly.
Assignment and Classification of Cards
- Passcard and Decal/Sticker designs change annually, subject to PNP Chief approval.
- Design coordination with AFP and other government agencies for security.
- Interim ID colors indicate user categories:
- Red for civilian camp residents
- Green for concessionaires (owners, employees, dealers, caterers)
- Blue for other workers (construction, contractual)
- Orange for ClDG errands and firearm dealers
- Yellow for walk-in visitors
Validity Periods
- Passcard and Decal/Sticker:
- Valid for one year, expiring December 31 annually.
- Interim ID Cards:
- Civilian camp residents: one year
- Concessionaires and dealers: six months
- Other workers: duration of project/activity
- ClDG errands and firearms dealers: six months
- Walk-in visitors: daily, until completion of purpose
Repealing Clause
- Supersedes and repeals any previous SOPs, Directives, or Instructions contrary to these provisions.
Penalties and Enforcement
- Violations subject individuals to investigation and possible sanction.
- Offenders may be blacklisted and restricted from camp entry.
- PNP personnel subject to administrative proceedings for penalties.
Effectivity
- SOP effective fifteen days after filing with the Office of the ONAR University of the Philippines Law Center.
- Complies with Sec. 3 Chapter 8 Book 7 of Executive Order 292 (Administrative Code of the Philippines).
