Question & AnswerQ&A (PNPHSS Standard Operating Procedure No. 11191-01)
The primary purpose is to control the access of people and vehicles entering Camp Crame to ensure security and safety within the camp premises.
It applies to all PNP personnel and their dependents, camp residents, concessionaires and employees, affiliated dealers and suppliers, construction workers, and other persons entering the camp for any purpose.
The 'No ID, No Entry' policy is strictly enforced, requiring visitors to leave a valid and unexpired Identification Card at the gate in exchange for a visitor's pass, which must be surrendered upon completion of their purpose.
Applicants must submit a filled application form with a 2x2 picture, photocopies of the Official Receipt of Registration, Certificate of Registration, PNP ID or other government-issued IDs, Deed of Sale if applicable, NBI/DI/Police Clearance for civilians, and other relevant documents depending on the applicant's classification.
Applicants must secure an Order of Payment (OP) approved by the Chief of IID, make payment to the Finance Management Division (FMD) of HSS, and present the Official Receipt (OR) to IID for processing; fees collected are deposited to the PNP Trust Receipt Fund Account at Land Bank of the Philippines, Camp Crame Branch.
Violators will be subject to investigation, and if evidence warrants, individuals can be blacklisted and restricted from entering Camp Crame; PNP personnel may also undergo proceedings to determine culpability and imposition of penalties.
