The SOP provides that it takes effect fifteen (15) days from filing a copy with the Office of the UP Law Center (ONAR University of the Philippines Law Center), pursuant to Sec. 3, Chapter 8, Book 7 of E.O. 292 (Administrative Code of the Philippines). This means it becomes effective after the filing and the 15-day lapse.

It prescribes the guidelines for implementing the Passcard, Decal/Sticker, and Interim ID Card system as a procedure to control access of people and vehicles entering Camp Crame.

It applies to all PNP personnel and dependents (including camp residents), concessionaires and employees, affiliated dealers and suppliers, construction workers, and other persons entering the camp for whatever purpose.

All persons with a vehicle entering the camp must present the necessary Passcard or Decal/Sticker based on classification and purpose; Passcard must be presented to duty personnel at the gates, while Decal/Sticker must be placed at the bottom left side of the windshield.

Loss, alteration, or destruction of issued vehicle Passcard/Decal/Sticker and/or pass must be investigated and sanctioned if evidence warrants.

Issued Interim ID cards and visitors pass should be worn upon entering the camp and while transacting business inside the premises at all times.

It is a strict enforcement rule—especially for walk-in visitors—requiring them to leave a valid and unexpired identification card at the gate prior to issuance of a visitor’s pass, which must be surrendered upon completion of purpose.

The applicant must be sponsored/endorsed by an active Police Commissioned Officer (PCO), and the photocopy of the sponsor’s PNP ID must be attached.

Examples include: Official Receipt of Registration (photocopy), Certificate of Registration (photocopy), photocopy of PNP ID (uniformed/non-uniformed), photocopy of deed of sale if not yet transferred, certification from registered owner authorizing use of the vehicle (if under company/business), photocopy of retirement order (for retired PNP), photocopy of NBI/DI/Police Clearance for civilians, and photocopy of any government-issued ID for Type aCa applicants.

Applicants must secure an Order of Payment (OP) duly approved by the C, IID, from the Decal Counter/IID, HSS; payment is then made to the FMD, HSS for issuance of an Official Receipt (OR). The OR is presented to IID, HSS for processing.

All fees collected by the Finance Management Division (FMD), HSS are deposited to the Trust Receipt Fund Account of the PNP with the Land Bank of the Philippines (LBP), Camp Crame Branch.

It assigns colors to users: Civilian camp residents—RED; concessionaires (owner, employees, dealers, caterers)—GREEN; other workers (construction workers/contractual)—BLUE; ClDG errands and CSG firearms affiliated dealers—ORANGE; walk-in visitors—YELLOW.

Passcards and Decals/Stickers are valid for one (1) year and expire every 31st of December of the year.

Civilian camp residents: one (1) year; concessionaires: six (6) months; other workers: upon completion of projects/activities; ClDG errands and CSG firearms affiliated dealers: six (6) months; walk-in visitors: daily/upon finishing of purpose.

Violation subjects the offender to investigation; if evidence warrants, the person may be blacklisted and restricted from entering the camp. For PNP personnel, appropriate proceedings must be conducted to determine culpability and impose penalty.
