Policy and purpose

Regional Center designation and site
- SECTION 1 designates the City of Calapan in Mindoro Oriental as the mandated Regional Center of Region IV-B.
- SECTION 1 directs the City Government of Calapan to jointly identify, develop, maintain and administer the specific and appropriate site for the Regional Center.
- The Regional Center is established as a city-based governmental center intended to become a focal point for regional government functions.
Funding and allowable sources
- SECTION 2 authorizes funding for development, maintenance, and administration of the Regional Center and site to be drawn from internally generated funds of concerned LGUs and from national government funds.
- SECTION 2 also allows funding from other sources, including private and business sector, through schemes permitted under existing laws.
Program strategy for a new government center
- SECTION 3 directs that development and operation of the Regional Center shall be aimed at evolving it into a new center of government.
- SECTION 3 states that the purpose of evolving the Regional Center is to induce economic activities and spur development in the Region.
- SECTION 3 requires the NEDA Regional Office IV-B to coordinate with the Office of the President Adviser for New Government Centers, pertinent Local Government Units, concerned government agencies and instrumentalities, and the private sector.
- SECTION 3 requires the coordination group to formulate an overall program and strategy to achieve the objective of the new government center.
- SECTION 3 requires submission of the overall program and strategy to the Regional Development Council IV-B for adoption and inclusion in the regional investment priority plan of the MIMAROPA Region.
Relocation timeline for regional offices
- SECTION 4 mandates that all Regional Offices in Region IV-B relocate to the mandated Regional Center in Calapan City.
- SECTION 4 requires satellite office establishment starting within six (6) months from the effectivity of the Order.
- SECTION 4 requires full transfer within eighteen (18) months thereafter.
- SECTION 4 requires Regional Officers to adopt and implement respective relocation plans that incorporate measures to address concerns of employees affected by the transfer.
- The relocation is treated as immediate in scope: “immediately relocate” applies upon effectivity for the satellite office phase.
Government agency roles and support
- SECTION 5 directs all heads of Departments, Agencies and Bureaus, including Government-Owned-and-Controlled-Corporations and Government Financial Institutions, to provide support.
- SECTION 5 requires support specifically for the transfer of the Regional Offices.

Reportorial requirements and oversight

Repeal and modification; separability
- SECTION 7 provides that all Orders and issuances, or any part thereof, deemed inconsistent with the Order, are repealed or modified accordingly.
- SECTION 8 provides immediate effectivity.
