- Regional Development Council IV-B has endorsed Calapan City as the Regional Center.
Legal Authority for Designation
- The President, under the Administrative Code of 1987 and other laws, has authority to reorganize the Executive Branch.
- This includes designating Regional Centers for each region.
Section 1: Designation of Regional Center
- Calapan City in Mindoro Oriental is designated as the Regional Center of Region IV-B.
- Calapan City Government shall jointly identify, develop, maintain, and administer the site within its boundaries.
Section 2: Funding for Development and Maintenance
- Funds may come from internally generated revenues of LGUs and the national government.
- Other funding sources include private and business sectors under existing laws.
Section 3: Role of the Regional Center as a Catalyst
- The Regional Center is to become a new government center to induce economic activities and regional development.
- NEDA Regional Office IV-B will coordinate with various agencies and stakeholders to formulate a program and strategy.
- The program will be submitted to the Regional Development Council IV-B for adoption and inclusion in investment priorities.
Section 4: Transfer of Regional Offices
- All Regional Offices of IV-B must relocate to Calapan City.
- Satellite offices to be established within 6 months from the Order's effectivity.
- Complete transfer to follow within 18 months.
- Regional Officers must address employee concerns in their relocation plans.
Section 5: Support by Government Agencies
- Heads of Departments, Agencies, Bureaus, GOCs, and GFIs must support the transfer and development of the Regional Center.
- Support also includes promotion of Calapan City as the new regional government center.
Section 6: Reporting Requirements
- Regional Development Council IV-B through NEDA Regional Office will submit regular status reports to the Office of the President.
- Copies to be furnished to the Office of the Presidential Adviser for New Government Centers and the Presidential Management Office.
- Reports cover compliance and progress on the program and strategy.
Section 7: Repealing Clause
- All inconsistent orders or issuances are repealed or modified as necessary.
Section 8: Effectivity
- The Order takes effect immediately upon signing.
