Executive Order No. 682 designates Calapan City as the Regional Center of Region IV-B, aiming to promote regional development, improve government services, stimulate economic growth, and require the relocation of all Regional Offices to the new center with support from government agencies.

To designate Calapan City as the Regional Center of Region IV-B, also referred to as the MIMAROPA Region, and to direct the relocation of regional offices and development of a new center of government.

The City of Calapan in Mindoro Oriental.

The City Government of Calapan shall jointly identify, develop, maintain, and administer the specific and appropriate site for the Regional Center within Calapan City.

Internally generated funds of concerned LGUs, national government funds, and other funding sources including private and business sector through schemes allowed under existing laws.

To evolve into a new center of government that induces economic activities and spurs development in the region.

The NEDA Regional Office IV-B, the Office of the President Adviser for New Government Centers, pertinent LGUs, concerned government agencies and instrumentalities, and the private sector.

The Regional Development Council IV-B, for adoption and inclusion in the regional investment priority plan of the MIMAROPA Region.

Satellite offices within six (6) months from effectivity; full transfer within eighteen (18) months thereafter.

The relocation plan should incorporate measures to address possible concerns of employees affected by the transfer.

All heads of Departments, Agencies, and Bureaus, including GOCCs and government financial institutions.

The Regional Development Council IV-B, through NEDA Regional IV-B, must submit regular status reports to the Office of the President, with copies furnished to the Office of the Presidential Adviser for New Government Centers and the Presidential Management Office.

Compliance by concerned regional offices and their respective departments/head offices, and the progress of implementing the program/strategy for the new center of government.

Yes. All orders and issuances or parts inconsistent with EO 682 are repealed or modified accordingly.

Immediately, upon effectivity as stated in Section 8.

The Executive cites authority under the Administrative Code of 1987 and other existing laws, as part of the President’s continuing authority to reorganize the administrative structure of the Executive Branch.

It endorses the designation (through a resolution dated 30 August 2007) and later adopts the program/strategy for inclusion in the regional investment priority plan.
