Executive Order No. 682 designates Calapan City as the Regional Center of Region IV-B, also known as the MIMAROPA Region.
The government promotes regional development to spur and accelerate economic growth in the countryside and attain sustainable national development.
Designating a Regional Center fosters efficient and effective delivery of government services and facilitates the establishment of new government centers, which induces economic activities and development in the countryside.
The President of the Philippines, under the Administrative Code of 1987 and other existing laws, has the authority to designate the Regional Center for every region.
Calapan City in Mindoro Oriental is designated as the Regional Center of Region IV-B (MIMAROPA Region).
Funding may be drawn from internally generated funds of concerned LGUs, the national government, and other sources including private and business sectors under existing laws.
NEDA Regional Office IV-B, in coordination with the Office of the President Adviser for New Government Centers and other stakeholders, shall formulate a program and strategy to develop Calapan as a new government center to promote economic activities in the region.
Regional Offices shall establish satellite offices within six (6) months from the order's effectivity and fully transfer within eighteen (18) months thereafter.
Relocation plans must include measures to address concerns of employees affected by the transfer.
Heads of Departments, Agencies, Bureaus, GOCCs, and GFIs are directed to support the transfer of Regional Offices and develop Calapan City as the new center of government in the region.
The Regional Development Council IV-B, through the NEDA Regional Office IV-B, shall submit regular status reports to the Office of the President and other relevant offices.
All orders and issuances or parts thereof inconsistent with this Order are repealed or modified accordingly.
The Order took effect immediately on November 22, 2007.
