Collaborative Framework and Governance
- The cultural center and museum shall be a collaborative project.
- Partners include the City Government of Cagayan de Oro, the National Commission for Culture and the Arts (NCCA), affiliated cultural agencies, academic and private sectors, and community members.
- Details on site, structures, governance, organization, operations, and development to be mutually agreed upon.
- Agreement to be executed and published within one year from the Act’s effectivity.
Core Functions and Activities
- Completion of musical notations and lyrics of Higaonon and other indigenous ancestral, traditional, modern, and contemporary songs.
- Collection of local musical instruments.
- Publication and dissemination of local literary works, epics, stories, and historical accounts.
- Compilation of literature, films, and audio-visual recordings related to cultural performances and festivals.
- Documentation of local epigrams, proverbs, legends, origin and etymology of place names.
- Preservation of religious practices and histories of fiestas and festivals.
- Photographic documentation and exhibition of local landmarks, historical sites, scenic views, arts, and artifacts.
- Collection and preservation of archaeological specimens, geological materials, indigenous flora, and fauna.
- Conduct of cultural performances including music, dance, literary and historical presentations.
- Authorization to carry out other relevant activities.
Land Provision for Establishment
- The City Government of Cagayan de Oro is mandated to provide land for the construction or establishment of the main venue and auxiliary offices and facilities.
Funding and Appropriations
- Initial funding to be drawn from the current year’s budget of the NCCA (Proper).
- Subsequent funding to be allocated through the Annual General Appropriations Act for sustained implementation.
Implementation Rules and Regulations
- NCCA, in coordination with the City Government and other stakeholders, must promulgate implementing rules within sixty (60) days from the Act’s effectivity.
Effectivity Clause
- The Act takes effect fifteen (15) days after publication in the Official Gazette or a newspaper of general circulation.
- Effectivity is independent of the issuance of implementing rules and regulations.
