The City Government of Cagayan de Oro is responsible for providing the land necessary for the construction or establishment of the main venue and ancillary offices and facilities of the cultural center and museum.

The initial funding is charged against the current year's budget of the NCCA (Proper). Subsequent funding shall be included in the annual General Appropriations Act.

The NCCA, in coordination with the City Government and other stakeholders, must promulgate the necessary rules and regulations within sixty (60) days from the effectivity of the Act.

The Act takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation, regardless of the issuance of implementing rules and regulations.

The museum shall compile and preserve ancestral songs, traditional songs and ballads, local musical instruments, literary works, epics, stories, historical accounts, cultural performances, epigrams, proverbs, legends, religious practices, local fiestas, photographs of landmarks and historical sites, local arts and artifacts, archaeological findings, geological materials, and specimens of indigenous flora and fauna.
