Academic Offerings and Mandate
- The campus will admit students to graduate, undergraduate, and short-term technical-vocational programs.
- Programs offered will be within the University’s areas of specialization and capacity, as determined by the Board of Regents (BOR).
- The campus will focus on addressing educational needs of the Province of Bulacan and Region III.
- Mandated to conduct research and extension services and provide leadership in these areas.
Administration and Governance
- The campus will be led by a full-time Campus Administrator.
- The Campus Administrator will be appointed or designated by the BOR following a recommendation from a Search Committee and the University President.
- Appointment is subject to BOR guidelines, qualifications, and standards.
Compliance with Commission on Higher Education (CHED) Standards
- The campus must meet all minimum operational and program requirements prescribed by CHED before opening.
Initial Institutional Requirements and Planning
- Within 120 days of the Act’s approval, the campus must:
- Submit a 5-year development plan and corresponding program budget to CHED for endorsement to the Department of Budget and Management (DBM).
- Undergo a management audit coordinated with CHED.
- Establish its organizational, administrative, and academic structures, including appointing key university officials.
Governing Charter and Legal Framework
- RA No. 8292 (Higher Education Modernization Act of 1997) shall govern the university alongside this Act.
- All powers, functions, privileges, responsibilities, and limitations under existing laws applicable to state universities and officials apply to the campus and its officials.
Funding
- Required funding for the campus’ establishment and operations is to be included in the annual General Appropriations Act.
Severability Clause
- If any provision of this Act is declared invalid or unconstitutional, the remaining provisions remain effective.
Repealing Clause
- Any laws, presidential decrees, executive orders, rules, or regulations inconsistent with this Act are repealed or modified accordingly.
Effectivity
- The Act shall take effect 15 days after its publication in the Official Gazette or a newspaper of general circulation.
