The campus must comply with the minimum requirements for operation and program offerings as prescribed by the Commission on Higher Education (CHED).

The campus must undergo a management audit in cooperation with CHED and set up its organizational, administrative, and academic structures, including the appointment/designation of key officials.

Republic Act No. 8292, known as the "Higher Education Modernization Act of 1997," forms an integral part of this Act and serves as part of the university's governing charter.

The necessary funds shall be included in the annual General Appropriations Act.

If any part or provision is declared invalid or unconstitutional, the remaining provisions not affected shall remain in full force and effect.

It took effect fifteen (15) days after its publication in the Official Gazette or in any newspaper of general circulation.

All powers, functions, privileges, responsibilities, and limitations granted to state universities and/or their officials under existing laws are also applicable to the Bulacan State University and its officials whenever appropriate.
