Conversion to new hospital designation
- The Bicol Regional Training and Teaching Hospital located in the Municipality of Daraga, Province of Albay is converted into a general and subspecialty hospital (Section 1).
- The converted hospital is to be known as the Bicol Regional Hospital and Medical Center (BRHMC) (Section 1).
- The conversion requires the hospital’s facilities and services to be upgraded to support the expanded bed capacity (Section 3).
Bed capacity and development planning
- The bed capacity of the BRHMC shall increase from two hundred fifty (250) to eight hundred (800) beds (Section 2).
- Any future increase in bed capacity must be consistent with the BRHMC hospital development plan (Section 2).
- The hospital development plan is to be prepared by the Department of Health (DOH) (Section 2).
Upgrading services and facilities
- The existing professional health care services and facilities of the BRHMC shall be upgraded (Section 3).
- The upgrades must conform with and be commensurate to the increased bed capacity of eight hundred (800) beds under Section 2 (Section 3).
Workforce expansion and appointment coordination
- The existing workforce of the BRHMC, including doctors, nurses, and support personnel, shall be increased correspondingly (Section 4).
- The Secretary of the DOH, after consultation with the Chief of BRHMC, shall determine the additional new positions to be created and filled up (Section 4).
- The determination of additional positions must be done in coordination with the Secretary of the Department of Budget and Management and the Commissioner of the Civil Service Commission (Section 4).
DOH implementation and funding inclusion
- The Secretary of the DOH shall immediately include in the DOH’s program the implementation of Republic Act No. 11719 (Section 5).
- The implementation of Republic Act No. 11719 shall be funded through inclusion in the annual General Appropriations Act (Section 5).
Separability and modifications to inconsistent issuances
- Section 6 establishes separability: if any provision or part is declared unconstitutional, the remaining unaffected parts remain in full force and effect.
- Section 7 provides that all laws, executive orders, issuances, rules, and regulations inconsistent with Republic Act No. 11719 are modified accordingly (Section 7).
