President Ferdinand R. Marcos Jr. establishes the Office of the Deputy Director General for Cyber and Emerging Threats within the National Intelligence Coordinating Agency to enhance national security through improved counterintelligence and cybersecurity measures.

Organizational Composition of the ODDG for Cyber and Emerging Threats

  • Comprises two main directorates: a. Directorate for Counterintelligence and Security (DCS): Focal point for national government coordination on counterintelligence.
    • The existing DCS is transferred from the ODDG for Operations to this new office. b. Directorate for Cyberintelligence and Countering Weapons of Mass Destruction (DCCWMD): Newly established to handle cyberintelligence research, using data analytics, and intelligence activities against chemical, biological, radiological, nuclear threats, and emerging threats.
  • The DCCWMD leads NICA's internal response operations, security assessments, network monitoring, and ICT management.
  • Responsible for developing and managing the National Cyber Intelligence Network and supervising Cybersecurity Desks in all Regional Offices.
  • Headed by an Assistant Director General with the rank of Director IV, appointed by the President.

Expanded Authority and Functions of NICA

  • Authorized to request personnel details from other government agencies to facilitate effective coordination and information fusion for national intelligence.
  • Supports requests from constitutional bodies, judiciary, and Congress to integrate intelligence and coordinate investigations on national security matters.
  • Functions subject to existing laws, rules, and regulations.

Funding Provisions

  • Implementation costs charged to existing NICA appropriations.
  • Future funding incorporated in NICA's annual budget proposals.
  • Compliance with relevant budgeting, accounting, and auditing standards is required.

Legal and Administrative Clauses

  • Separability Clause: Invalid provisions do not affect the validity of the remaining provisions.
  • Repeal Clause: Supersedes any inconsistent orders, rules, or regulations.
  • Immediate Effectivity: The order takes effect immediately upon issuance.

Executive and Constitutional Basis

  • Implements authority vested in the President by the Constitution and laws, including EO No. 246 (1987), the Administrative Code, and the General Appropriations Act for 2024.
  • Recognizes the need to reorganize NICA to adapt to modern security challenges and improve intelligence integration and data analytics capabilities.
