President Ferdinand R. Marcos Jr. establishes the Office of the Deputy Director General for Cyber and Emerging Threats within the National Intelligence Coordinating Agency to enhance national security through improved counterintelligence and cybersecurity measures.

Q&A (EXECUTIVE ORDER NO. 54)

The purpose of EO No. 54 is to reorganize the National Intelligence Coordinating Agency (NICA) to adapt to evolving threats to national security, enhance intelligence collection, coordination, and prepare intelligence assessments using data analytics.

The Office of the Deputy Director General (ODDG) for Cyber and Emerging Threats is established under the NICA.

The ODDG for Cyber and Emerging Threats provides direction for planning, supervision, and coordination on counterintelligence, countering cybersecurity threats, weapons of mass destruction, and other emerging non-traditional threats to national security.

The Deputy Director General for Cyber and Emerging Threats is appointed by the President of the Philippines.

The directorates are: a) Directorate for Counterintelligence and Security (DCS), and b) Directorate for Cyberintelligence and Countering Weapons of Mass Destruction (DCCWMD).

The DCCWMD conducts national cyberintelligence research using data analytics, intelligence activities to counter chemical, biological, radiological, and nuclear threats, leads response operations, network monitoring, ICT development, manages the National Cyber Intelligence Network, and supervises Cybersecurity Desks in regional offices.

NICA is authorized to request the detail of personnel from other government departments, agencies, bureaus, offices, and institutions, subject to approval and availability of personnel, to enhance coordination and intelligence integration on national security concerns.

Yes, constitutional bodies, the judiciary, and both Houses of Congress can request NICA to integrate information or intelligence and coordinate intelligence or investigation activities related to national security.

The funding for EO No. 54 implementation shall be charged against current and available appropriations of NICA, subject to budgeting, accounting, and auditing rules. Subsequent funding requirements shall be included in NICA's budget proposals.

Yes, all orders, rules, regulations, and issuances inconsistent with EO No. 54 are repealed or modified accordingly.
