Commitment of the Administration
- The government expresses a firm commitment towards the protection, survival, and development of Filipino children.
Section 1: Holding of the First National Summit on Children
- The Summit shall take place on 26 October 2000 at Heroes Hall, Malacañang Palace, Manila.
Section 2: National Steering Committee
- The Office (Office of the Presidential Adviser for Children’s Affairs) shall serve as the primary policymaking and coordinating body for all child development programs and institutions in the Philippines.
Section 3(a): Powers and Responsibilities of the Office of the Presidential Adviser for Children’s Affairs
- Advise the President on child-related issues and recommend measures complementing the administration’s pro-poor agenda.
- Review existing child-related legislation and identify needs for introducing or amending laws for child protection and welfare.
- Facilitate funding for programs and projects from both foreign and domestic sources.
- Undertake other functions as authorized by the President.
Section 3(b): Powers and Duties of the Presidential Adviser
- Serve as Chief Executive Officer of the Office.
- Establish organizational structure and appoint necessary personnel on a permanent or contractual basis.
- Direct and supervise Office operations and internal affairs.
- Discipline employees, including suspension or dismissal for cause, and approve or disapprove personnel appointments, transfers, or details.
- Perform additional functions as authorized by the President.
Section 4: Assistance from Government Agencies
- All government offices, agencies, and instrumentalities are mandated to provide assistance as required by the Committee for fulfilling its functions.
- Non-compliance by any government entity in providing such assistance constitutes an administrative offense subject to penalties under applicable laws and regulations.
Section 5: Funding
- An initial amount of Five Million Pesos (₱5,000,000.00) is authorized and released from the National Treasury for implementing the Executive Order's provisions.
- The amount may be drawn from any fund not otherwise appropriated and may be used as necessary.
Section 6: Effectivity
- The Executive Order takes effect immediately upon signing.
Legal Authority
- The issuance of the Executive Order is under the authority vested in the President of the Republic of the Philippines by the Constitution.
- The Order is signed by President Joseph Ejercito Estrada and the Executive Secretary.
