Legal basis and prior language laws
- Executive Order No. 263 is grounded on Commonwealth Act No. 184, as amended by Commonwealth Act No. 333.
- Commonwealth Act No. 184 (as amended) requires the Institute of National Language to prepare a dictionary and grammar of the national language after the national language is proclaimed.
- Commonwealth Act No. 184 (as amended) requires publication of the dictionary and grammar within the prescribed period after proclamation and directs the President to order their use and teaching in schools starting from a date to be fixed by the President.
- Executive Order No. 263 also cites Executive Order No. 134 dated December 30, 1937, which proclaimed Tagalog as the basis of the national language and set it to take effect two years from promulgation.
- Executive Order No. 263 implements the constitutional mandate in Section 3 of Article XIII that the national language be based on one of the existing native languages.
Purpose: enabling national language teaching

School adoption: where and when

Implementation by the Secretary
- The Secretary of Public Instruction must prepare the necessary rules and regulations to carry the Executive Order into effect.
- The rules and regulations must be prepared with the approval of the President of the Philippines.
- Executive Order No. 263 reflects that the Institute of National Language has already performed the main duties imposed upon it by law, enabling implementation to proceed based on completed materials.
Institute of National Language sessions
- Executive Order No. 263 directs that it is not necessary for the Members of the Institute of National Language to hold further sessions.
- Further sessions are required only if otherwise directed by the President.
